THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is a GS-0201-09 HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 5), Position Description Number T5651000 and is part of the MO 139th Airlift Wing.
APPOINTMENT FACTORS: This position is Title 5 Temporary vacancy NTE one year in the Excepted Service. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Serves as advisor to commanders and supervisors on human resources (HR) programs affecting full-time employees.
Monitors nexus between full time personnel and military readiness and advises leadership on impacts of military decisions on full time personnel management.
Analyzes data and making determinations regarding various human resources matters that may involve or may affect employees.
Works with HRO and the Wing to accomplish a wide range of human resources transactions for employees.
Uses judgment and discretion to interpret numerous military and civilian policies and provide completed work to both HRO and supported military organizations.
Advises and provides comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment, placement, separation, and retirement.
Tracks and coordinates hiring system actions for Wing.
Obtains vacancy requirements from functional area supervisors and prepares requests for vacancy announcements.
As the human resources liaison representative, coordinates human resources transactions on a daily basis with management officials, technicians, the ANG organization/unit and HRO.
Maintains and reviews the Unit Manning Document (UMD) validating the position description number, title, series, grade, and resourcing.
Provides assistance to the Wing, managers and supervisors in resolving AGR problems relative to day-to-day operations.
Processes all military human resources actions associated with a military assignment of an AGR member.
Advises and counsels AGR members and dependents on support agencies and benefits programs.
Analyzes, interprets, and clarifies policies, directives, and other issues regarding NGB/ARNG/ANG and HRO military human resources matters.
Performs other duties as assigned.
Requirements
- Under a temporary appointment, employment is subject to termination at any time.
- These positiosn can be filled up to four years as long as funds are available to support it.
- In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
Qualifications
GENERAL EXPERIENCE: Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; and a validated understanding of the basic principles and concepts of the occupational series and grade. Must also possess skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and, skill in applying procedures and directives by reading and interpreting program material.
GS-09 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates a thorough knowledge of and skill in applying fundamental human resource management principles and practices; and providing technical expertise and guidance as well as management advisory services to resolve factual and procedural issues within a particular area of assignment using analytical and evaluative methods and techniques. The specialized experience must demonstrate knowledge of the organizational structure and requirements to provide advice to commanders, unit administrators, and military members; and ability to communicate effectively both orally and in writing, with individuals, supervisors and management.
Education
A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
