This position is located in the Architect of the Capitol, Office of the Chief of Operations, Director, Utilities and Power Plant Operations (CPP), Engineering Division, Insulation Branch. The incumbent serves as Insulator (Engineering Equipment Operator) Leader. Leads and performs application, repair, and removal of insulation and covering on chilled water lines, condensate return lines, hot and cold water piping, steam lines, other utility piping, pumps, tanks, and valves. 

Duties

The employee may be required to work an Alternate Work Schedule. Hours may change depending on the operational needs of management.The position is located in the Architect of the Capitol (AOC), U.S. Capitol Building. The incumbent serves as an Insulator Leader. The position requires Lead Abatement Certification with the Asbestos and Confined Space Certification. MAJOR DUTIES:As a working leader, the incumbent is responsible for the following functions and duties: Passing on to other workers the instructions received from supervisors and getting work started by distributing the immediate tasks to be performed by individual members of the work group; working along with other workers and setting the pace; demonstrating proper work methods; ensuring that needed plans, blueprints, materials and tools are available and that needed materials are obtained; obtaining necessary information or decisions from supervisors on problems that come up during the work shift; maintaining current knowledge on procedures, policies, written instructions and other directives; seeing to it that there is enough work to keep everyone in the work crew busy; checking work while in progress and when finished to see whether the supervisor's instructions on work sequence, procedures, methods and deadlines have been followed; urging or advising other workers to follow supervisor’s instructions and to meet deadlines; reporting to supervisors on status and progress of work and causes of work delays; and answering supervisors’ questions on overall work operations and problems.Performs installation, maintenance and repair of insulating materials on piping, duct and equipment systems throughout the Capitol Building. Installs insulating materials on ducts, pumps, valves and boilers to limit heat transference, reduce condensation and limit sound.Duties involve lead and asbestos removal and abatement. The incumbent measures, cuts, mixes and shapes insulating materials for complex arcs and irregular shapes and installs protective moisture-proof containment barriers for hazardous materials removal involving lead paint and asbestos. Complies with OSHA and EPA safety and reporting requirements as well as NIOSK, NESH and AHERA regulatory requirements.Incumbent removes, repairs, encloses and encapsulates asbestos insulation and other asbestos building products. Ensures that proper precautions are taken to reduce the possibility of releasing asbestos fibers into the environment during repair, removal and encapsulation operations. Utilizes personal safety equipment and supplies to protect personal health and the health of others during asbestos abatement operations.Repairs damaged insulation and upgrades existing insulation for increased performance. Work involves measuring, cutting, trimming and fitting insulating materials on regular shaped surfaces of pipes, tanks, boilers, ducts and other structures which have regular and straight runs or irregular surfaces and curves. Uses various types of insulating materials such as cork, asbestos, magnesia, rock wool, glass wool and spun glass.Insulates surfaces of pipes, ducts, valves, fittings, flanges, boilers, tanks, turbines, evaporators, refrigerating units and similar structures. Saws or shears sections of insulation to size and trims them to fit. Cuts out irregular shapes for valves, fittings, flanges and similar parts. Secures insulation in place with wire, metal straps, special twine or cements insulation to surface where appropriate.Performs duties that may involve handling and/or removal of friable and non-friable asbestos. Must possess the knowledge required to safely and legally remove or alter friable and non-friable asbestos, erect protective enclosures, encapsulate asbestos, erect clean rooms, provide negative air and dispose of asbestos. Must possess the skill required to safely operate and maintain asbestos related tools and place asbestos related materials, i.e., mister, high efficiency particulate abatement (HEPA) vacuums and filtering systems, drill attachments, negative air machines, self- contained breathing apparatus, respirators and sampling tools. Must complete training as prescribed by 29 Code of Federal Regulations 1910 within first six months after assigned to these duties and attend annual refresher courses.The incumbent is responsible for utilizing a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training, to ensure know how to use required Personal Protective Equipment (PPE).
