The primary purpose of this position is: To ensure successful execution of market research, acquisition planning, acquisition, and contract performance management by developing effective contracting instruments and associated recommendations.

Duties

Provides expert procurement technical and consulting support to senior management, contracting officers and contractors responsible for the evaluation of the effectiveness and efficiency of procurement functions. Develops, implements, and controls contractual, financial, and technical aspects of the Division's Managed IDIQs. Plans, organizes, and coordinates activities for Division led or supported acquisitions. Prepares and presents briefings to the Division Chief, AETC Services Advocate, affected MAJCOM level decision authorities and pertinent Air Force Program Executive Officers.

  • This position has been designated as an acquisition position and is covered under the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA).
  • The incumbent is required to file an OGE 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Must be able to obtain and maintain the appropriate security clearance.
  • Work may occasionally require travel away from the normal duty station.
  • Employee may be required to work short/no-notice overtime.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a range of management, planning, and measurement concepts, principles, practices, and methodologies currently in use by the Air Force, DoD, and private industry. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. 4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. 6. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
