The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Housing Privatization Management.
Duties
Plans, organizes, and directs the activities of Housing Privatization Management Section, ensuring that Project Owner (PO) complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents 673rd Civil Engineer Squadron with a variety of installation and functional area organizations.
Oversees activities associated with the Management Review Committee (MRC) and other Commander interest programs.
Participates in the administration of financial management and the validation of budget requirements for the entire housing program.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- A valid motor vehicle operator’s license is required to drive an automobile to and from housing units, on and off base.
- May be required to serve on construction contract or privatization source selection boards.
- A bachelor’s degree and professional housing certification are desirable.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge of a wide range of federal, state, agency, and local housing policies, requirements, administrative practices and procedures to perform broad management planning, budgeting, scheduling, and coordination of management resources for effective and efficient operations and use of Air Force privatized housing (PH) facilities and compliance with transactional documents, DoD, and Air Force policies.

EDUCATION: Have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of experience and education may be used to qualify provided the combined total of your education and experience equals 100% of the requirement.NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of housing property/asset management principles, concepts, and of Federal and DoD housing management principles, theory, policies, directives, and procedures.
2. Knowledge of common business accounting principles and procedures and generally accepted financial management principles and standards, appropriated fund budget system and contracting provisions sufficient to ensure proper negotiations or commitment of government funds.
3. Knowledge of safety and security regulations, practices, and procedures, principles of construction, contract acquisition, and program management.
4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
5. Ability to communicate effectively, both orally and in writing.
6. Ability to read and comprehend legal documents relating to housing documents with a thorough understanding of content; and to analyze interrelated issues of effectiveness, efficiency, and productivity to develop recommendations and solve problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
