THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a RESOURCES MANAGER (TITLE 5), Position Description Number T5126P01 and is part of the IL DCSOPS, National Guard.

Duties

As a RESOURCES MANAGER (TITLE 5),GS-0501-11, you will serve as the Resources Manager with the responsibility for performing analytical planning, management, and evaluative work relating to the training operations, management and administration of the training program budget. Identify deficiencies or areas requiring improvement, recommends corrective action, and/or initiates studies to determine causes of deficiencies. Application of qualitative and quantitative analytical techniques. Administer all phases of program solutions that lead to solving pay related issues with customers and financial administration. Develop a financial resource plan for reimbursement of support and services. Determine the effect of new statues, regulations and policies and evaluates organizational compliance with proposed and existing guidance. Use various automated financial management systems, computer generated products, and designs unique queries to produce required financial reports, plans, and schedules. Responsible for providing technical advice and guidance to other analysts and managers engaged in the execution of the mission. Review and analyze program plans, budget estimates, and information on accomplishment of objectives in terms or reasonableness, accuracy, and efficient, effective use of funds. Review and analyze cost accumulations versus approved program/budget estimates. Analyze new or proposed legislation, regulations, law, and roles from NGB/ARNG/ANG/State/TAG to determine impact on program operations and management. Plan, program, budget, allocate, and execute of funds associated with the programs managed. Review administrative audit and investigative reports to determine appropriate changes or corrective action required. Major Duties - This is NOT an all-inclusive list

Qualifications

GENERAL EXPERIENCE: Must possess 12 months financial administration experience in the grade immediately below the next higher level. SPECIALIZED EXPERIENCE: GS-11 LEVEL - Must possess specialized experience which includes at least 12 months at the next lower-level GS-09, of finance program experiences and competencies that provided a working knowledge of financial principles and procedures. These experiences must include: an excellent understanding of the policies, goals, objectives, regulations, guidelines, and organizational structure; with a detailed knowledge of budgeting, administrative, financial, and information management systems. The applicant must have competencies to efficiently and effectively perform analytical planning and evaluative work relating to the training operations, management, and administration of the training program budget. An applicant must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and comply with instructions, regulations, policies, and procedures. Must have a full range of competence in conducting resource management planning, programming, budgeting, allocation, and execution of funds associated with the programs managed by the DCSOPS. Work experiences included financial, program and resource management; along with performing duties in all areas of budget planning, obligation, execution, and tracking of expenditures for the directorate. Competence in reviewing, consolidating, approving, modifying or disapproving submitted budgetary data and reports that ensured consistency with established guidelines, reasonableness and accuracy. Experienced on the treatment of budgetary data on forms, schedules, requests, and reports used by the directorate. Has the skills and abilities to establish and execute fund control procedures by developing apportionment requirements and schedules for obligations and expenditures. Competent in developing monthly expenditure and obligation plans. Experienced in securing and analyzing monthly obligation plans; submitting consolidated schedules of obligations and expenditures and comparing actual obligations and expenditures against established plans. Has experiences in working with Master Cooperative Agreements and modifications. Competent in the Cooperative Agreements' applications, terms, conditions and standards that ensured proper obligation and expenditure of funds. Experienced in developing and managing a system for administrative control of appropriations and funds. Knowledgeable in managing a financial resource plan for reimbursement of support and services. Experienced in determining the effect of new statues, regulations and policies and in evaluating organizational compliance with proposed and existing guidance. Experiences involved direct coordination and cooperation with the state's governmental agencies who were responsible for managing Army Cooperative Agreements. Competent in collaborating with directorate managers, internal and external program managers to the directorate, USPFO Comptroller Office, and other higher headquarters resource management officials to gather information, to perform necessary studies, and make recommendations. Experienced in using various automated financial management systems, computer generated products, and in designing unique queries to produce required financial reports, plans, and schedules. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

If you are using Education to qualify for this position a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. The awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
