The primary purpose of this position is to serve as the senior desk clerk in providing clerical and administrative support to the Child Development Center Programs. Provides training, guidance and assistance to lower graded desk clerks.

Duties

Performs a wide range of specialized duties to support child care operations, and also performs such specialized work as preparing, processing and reconciling purchase orders, vouchers, payrolls, property records, patron refunds, etc. Maintains waiting list IA W policy for the Child Development Center. Provides resource and referral to individual families facilitating parent's acquisition of suitable child care based on child and family needs to include full time, part time, hourly, and special care requirements. Computes, collects and records fees, as necessary when other clerks are absent. Daily, counts change funds, completes AFF 1876, Consolidated Cost Center Report, to accurately report income in appropriate cost centers. Provides administrative support to Child Development Center Director and performs other duties as assigned.

  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
  • Travel and relocation expenses will NOT be paid.
  • Must obtain and maintain certification for CPR and first aid.
  • Must be appropriately immunized and current on all immunizations.
  • May required food handlers certification.
  • May be required to work other than normal duty hours.
  • The incumbent must have the ability to type a minimum of 40 WPM.
  • Must satisfactorily complete a physical and keep current on all immunizations.
  • Must successfully complete a local agency check and national agency check.
  • Must successfully undergo a background check consisting of state criminal checks, financial review, and public trust. This position has been identified as having regular contact with children.
  • IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094. An FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Administrative, Clerical, and Office Services. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes performing a full range of standard clerical and administrative assignments; using personal computers, office automation software programs, tools, and techniques to support office operations; maintaining records, files, and documents within established local guidelines; providing timely and accurate information to assist management with daily operations; computing and collecting fees; and resolving recurring problems using knowledge of standardized rules, procedures and operations. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of policies and regulations governing Child Development Center programs. Knowledge of rules, procedures, or operations applied to administrative and clerical procedures to perform routine procedural work of the office, such as preparing and editing documents, maintaining files/records, screening telephone calls and visitors, processing mail, planning, organizing, and carrying out assignments, and composing routine, nontechnical information for recurring reports and inquiries. Knowledge of word processing automation software functions to support office operations and produce a variety of textual documents. such as letters, reports, memos, and form letters. Knowledge of money handling techniques and procedures. Skill in compiling and composing both quantitative and narrative reports for a variety of agencies based on analyzing data and circumstances. Ability to communicate effectively, both orally and in writing, using tact and courtesy. Ability to develop and maintain good working relationships and be an effective liaison and leader. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
