This National Guard position is for an INFORMATION SECURITY SPECIALIST (TITLE 32), Position Description Number D2479000 (GS-09) / D2477000 (GS-11) and is part of the OR DCSOPS, National Guard.
Duties
As an INFORMATION SECURITY SPECIALIST (TITLE 32), GS-0080-9/11, this position is located at the State's ARNG Intelligence and Security Office. The purpose of this position is to serve as the Information Security (INFOSEC) Specialist and Personnel Security Program Manager, responsible for managing the operations of the INFOSEC and PERSEC programs for the State ARNG.
1. Receives, reviews, and submits requests for personnel clearances for serviced civilian, contractor, and military personnel. Checks the request for completeness and accuracy and contacts the Security Manager, Supervisor, points of contact at the serviced units, and/or the individual subject of the background/clearance investigation for any questions or corrections that are required. Returns those forms requiring further documentation or correction. Screens personnel, as well as local police records and finance documents for disclosed and undisclosed derogatory information, which may have an impact on the career of the subject under investigation. Forwards completed form to the appropriate agency for investigation and clearance determination.
2. Uses computer software such as analysis tools to research and facilitate work. Maintains a file for status of pending investigations, status of all members, as well as periodic reinvestigations for secret and top secret clearances held. Checks with the agency performing the investigation for an update on the status of the security clearance in question as required. Notifies the units of individuals requiring reinvestigation and resubmission of documentation. Provides reports, as required, for status on pending or current investigations or periodic reinvestigations. Ensures all systems of record accurately reflect the suitability adjudicative determination.
3. Performs duties related to assisting suitability adjudications/determinations for the fitness and suitability of civilian employees, contractors and/or applicants for initial and continuing employment retention. Ensures all investigative files are available prior to reviewing and rendering a suitability adjudicative/determination in accordance with suitability guidance and guidelines. Orders any missing investigative files and upon receipt, reviews and analyzes all investigative files for derogatory information. Provides written and oral communication to appointed adjudicator regarding minor derogatory information found in the investigative file.
4. Executes established policies and procedures required for the personnel security program. Implements and executes policies and procedures in accordance with the Code of Federal Regulation (CFR) Title 5, Part 731, Department of Defense Instruction (DoDI) 1400.25, 1402.05, AR 380-67, Army Directive (AD) 2014-23 regulations and ARNG policies. Ensures that sensitive/classified information is not disclosed and is safeguarded in accordance with regulatory guidance. Properly protects information governed by the Privacy Act of 1974.
5. Establishes and maintains liaisons with national level ARNG G-2 as it pertains to INFOSEC. Develops and implements an effective information security education program throughout the State and provides initial, continuing, and refresher security education training to all site military, civilian, and contract employees. Ensure security violations, including suspected compromises or other threats to the safeguarding of classified information and the unauthorized disclosure of Controlled Unclassified Information (CUI) are reported and investigated IAW aforementioned regulation, policy, and law. Reviews, analyzes, and briefs the results of inquiries and investigations resulting from security violations to state ARNG, as well as national level ARNG G-2. Advise and represent the TAG on matters related to the classification, downgrading, declassification, and safeguarding of national security information.
6. Oversees and participates in assessments and evaluates compliance of activities with complex security requirements, identifies deficiencies, and ensures corrective action is identified for each deficiency found. Assist and advise senior leadership in matters pertaining to the enforcement of regulations governing the access to, and the dissemination, reproduction, transmission, transportation, safeguarding, and destruction of classified or CUI information and material.
7. Coordinates with other state agencies in regards to Industrial Security considerations.
8. Performs other duties as assigned.

- Incumbent of this position may be required to participate in a Medical Surveillance Program to evaluate exposure to potentially harmful physical and/or chemical agents. This may require pre-employment and yearly physical examinations.

- Must attend the ARNG Security Manager Course within 12 months of hire.
- Must obtain the Security Fundamentals Professional Certification (SFPC) within 24 months of hire.

Areas of Consideration:
Area 1 - Current permanent and indefinite T32 technicians of the Oregon ARNG.
Area 2 - Current permanent and indefinite T5 employees of the Oregon ARNG.
Area 3 - Current service members in the Oregon ARNG.
Area 4 - Individuals in the active duty Army, Army Reserve or Army National Guard.
Area 5 - US Citizens eligible to meet the military requirements for membership in the Oregon ARNG.
GENERAL and SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS:
The work requirements include practical understanding, specialized skills, and fundamental knowledge of the following Series GS-0080 programs: security police; information security; sensitive compartmental information; special security requirements; force protection; anti-terrorism; information protection; security police training, unit deployment, and physical security. Work involves security policies, guiding principles, training requirements, and certifications. Some work in this occupation require expanded security clearances, an extensive knowledge of the laws, rules, regulations and procedures governing a distinct set of operational duties and responsibilities for performing security functions and handling weapons.
Must have at least one year of specialized experience equivalent to the next lower grade (GS-09). Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Learned ability to assess the surrounding environment to recognize immediate risk levels. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career.
To Qualify for This Position, You Must Have:
A. One year of specialized experience equivalent to the GS-09 level in duties that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Education must demonstrate the knowledge, skills, and abilities necessary to do the work.

C. A combination of Experience as described in "A" above and Education as described in "B" above.
