Duties

Serve as a technical expert, advisor, facilitator, and liaison for the administration of the rangeland management program in Wyoming, which includes three District Offices and ten Field Offices. Communicate and coordinate implementation of rangeland management program policy, procedure, grazing regulations, data calls, budget planning, and workload targets. Monitor all aspects of the rangeland management program for compliance with the grazing regulations and Bureau policies. Review National Environmental Policy Act documents (e.g. Environmental Impact Statements) for Bureau projects, land use plans, and authorizations that affect rangeland or livestock grazing management. Address rangeland management program challenges in Wyoming and Nebraska.

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. To qualify for a GS-12: In addition to meeting the education requirement (IOR), you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Writing Environmental Assessments, Categorical Exclusions, and grazing decisions for line officer approval to authorize livestock grazing related activities on Federal public lands. Processing applications and issuing authorizations after line officer approval for livestock grazing use and range improvement activities on Federal public lands. Conducting compliance checks and submitting required documentation to the line officer for addressing unauthorized grazing use or range improvements on Federal public lands. Applying professional and scientific rangeland ecosystem management principles, practices, theories and techniques necessary to manage rangelands where livestock grazing is one of the uses. Completing, updating, renewing, or reviewing plans to manage livestock grazing on rangelands in compliance with Federal laws/regulations and, if applicable, agency policies. Coordinating with other resource disciplines such as wildlife, cultural, minerals, recreation, forestry, fire management, etc. in completing planning and/or environmental analysis (NEPA) documents. Planning and implementing vegetation monitoring to assess rangeland conditions and using the data to inform management decisions. Planning and implementing range improvement projects such as livestock fences, water pipelines, and vegetation treatments. Physical Demands: The individual works primarily in an office setting at this level. There may be some walking, standing or bending. The individual may also, on occasion be required to walk or ride vehicles over rough terrain, and perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such as equipment and samples. Work Environment: The work is performed primarily in an office setting. However, when necessary to complete the work, there may be outdoor exposure. outdoor exposure requires some discomfort in extremes of temperature or inclement weather. The incumbent may occasionally be subjected to hostile wildlife, chemical and physical hazards.

This position has an individual occupational requirement. In order to qualify, you must meet one of the below:

Basic Requirements

1. Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:

   • Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.

   • Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.

   • Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.

2. Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education.
