The Management and Program Analyst are located in the Office of the Chief of Staff for Group Practice Management at the Palo Alto Division of VA Palo Alto Health Care System.
Duties
As Management and Program Analyst for Ambulatory Care Service, the incumbent serves as an analyst and advisor to Ambulatory Care Service leadership on the evaluation and the effectiveness of Ambulatory Care Service programs and operations, including those related to Patient Aligned Care Teams (PACT), Telehealth, My HealtheVet, eConsult, Health Promotion Disease Prevention, primary care, specialty and mental health clinic access, scheduling and consult management.
Major duties and responsibilities include, but not limited to:
Provides Ambulatory Care leadership with independently developed data and objectively based information for making decisions on the administrative and programmatic aspects of Ambulatory Care operations and management and advises on potential benefits/uses of process improvement strategies to improve efficiency of programs.
researches and investigates new or improved processes or practices for potential application to Ambulatory Care service operations.
analyzes new or proposed regulations to determine impact on Ambulatory Care operations and management and develops new or modified administrative program policies, regulations, goals or objectives to ensure compliance with regulations.
performs management surveys to determine programmatic compliance with agency regulations, procedures, sound management practices, and effective utilization of staff.
Works directly with clinic administration and clerical staff to problem-solve and trouble-shoot issues that arise with either the reports generated by the kiosks or the kiosks themselves and is responsible for the tracking, maintaining and monitoring of the kiosks at the VAPAHCS.
utilizes quantitative and qualitative analysis and evaluation techniques to advise Ambulatory Care Service leadership on the effectiveness of work methods and procedures, information and documentation systems, and similar functions of management in order to ensure short-range and long-range national, VISN and facility facility-wide strategic initiatives, performance measures and monitors are met relating to clinic wait times, clinic flow, care coordination, provider continuity, appointment availability, consult management, electronic wait lists, and all other aspects of clinic operations.
analyzes, evaluates, advises on, validates, or improves workload capture for VAPAHCS Ambulatory Care programs.
provides position management advice and recommendations to VAPAHCS Ambulatory Care managers throughout the facility including providing advice on the distribution of workload among positions and clinics, and the processes and steps needed to complete the work.
identifies and determines training priorities as they relate to patient appointment management, workload capture, consult management, clinic coordination and flow and other Ambulatory Care areas of responsibility.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 09. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS 11 Minimum Qualification
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Uses database management tools and custom developed software/queries to develop automated; provides expert analysis and advice on complex program issues products and adhoc reporting to drive continuous improvement efforts throughout the health care system; conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs; plans application of data systems to meet local requirements and consults with representatives of service organizations, etc. to design, implement, and maintain specific subsystems. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year in higher level graduate education to qualify. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
GS 12 Minimum Qualification
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Troubleshoots problems, such as corrupted tables and consumption of table space, by identifying the most likely problem sources and implements and/or recommends solutions; devises new analytical techniques to evaluate findings; makes authoritative recommendations; undertakes or participates in special projects, ongoing analyses, investigations and initiatives that have high priority for high level management; conducts portions or phases of a cost-effectiveness study for operating or administrative programs; performs organizational analysis for a functional area throughout a region; serves as a technical representative for management of healthcare system information systems support requirements.

Physical Requirements: The duties and responsibilities of this position require some mobility between the Ambulatory Care Office and various other clinics/offices located at any of our health care system sites. Generally the work is sedentary but may require some slight physical effort.
Work Environment: The work is performed primarily in an office environment that is adequately lighted and climate controlled. Occasional travel may be required. The incumbent could be exposed to communicable diseases and other risks associated with working in a healthcare setting.
