Duties
Leading and managing a legal office with responsibility for diverse legal subject matter areas.
Provides a full range of supervisory duties, to include personnel matters, fiscal/funds control, performance evaluation, performance awards and discipline.
Advising senior leaders on complex legal and business issues related to the operation of a domestic and international military supply distribution network.
Improving organizational health, legal office culture, and fostering a work environment and culture that emphasizes employee engagement, innovation, collaboration, communication, diversity, and inclusion throughout the office.
Ensure efficient office operations, develop subordinate legal professionals and increase employee retention.
Manage legal matters related to Federal acquisition, contract performance, ethics, fiscal law, international/operational law, installation issues, administrative investigations, labor and employment law, and alternate dispute resolution programs.
Guide subordinate attorneys in effective oral and written advice and advocacy supporting clients, alternative dispute resolution techniques, litigation strategies, and preparation of oral arguments and written briefs.
Represent Federal organizational clients before administrative forums concerning contract litigation, bid protests, and labor and employment disputes. Support Department of Justice representation in Federal Courts.
Lead office programs for education, professional development, and succession management, to ensure all personnel maintain and advance skills in areas of mission-related expertise and are prepared for professional advancement.
Defines and assigns work to subordinates based on priorities, difficulty of assignments, and capabilities. Provides technical legal oversight. Develops and evaluates subordinates' performance standards, adjusting as needed.
Carries out EEO policies and communicates support of these policies to subordinates. Assures equity in determining selections, assignments, training, promotions, details, qualifications, discipline, and awards to employees.

Qualifications
QUALIFICATIONS REQUIRED for ATTORNEY-ADVISER (GENERAL):
1) The first professional law degree (LL.B. or J.D.);
2) Proof that you are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Annual bar certification cards issued from your state of licensure are not considered acceptable. Proof is a "certificate of good standing" issued by your state of licensure dated within 6 months of the closing date of this announcement or a screenshot of your bar status taken from your state of licensure website that is dated within 6 months of the closing date of this announcement or sworn statement to that effect. If there is not a date on the screen shot, you must provide a statement signed by you on the date that the screen shot was created. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good status and in active status prior to appointment.
3) You must possess professional legal experience in excess of 3 years commensurate with the duties and responsibilities of the position.
In accordance with DoDI 1442.2 (Personnel Actions Involving Civilian Attorneys), promotion for this position is based on the individual's time, performance, and mastery of skills at the required grade level and only with approval of the designated official (DLA General Counsel) in accordance with the applicable regulation.

PRINCIPAL SELECTION FACTORS:
Providing Knowledge, Skills, and Ability (KSA) narrative statements addressing the following principal selection factors, or addressing them in your resume is optional, but strongly encouraged.
a. The ability to lead, manage and oversee a full-service legal organization engaged in a broad range of Agency legal practice and programs.
b. In depth knowledge of three or more of the following legal practice and programs areas: acquisition law; fiscal law; standards of conduct and ethics; personnel, EEO and labor law; administrative and civil law; litigation; procurement fraud; international and operational law; and alternative dispute resolution.
c. Ability to work effectively with a diverse senior client base and to serve as a member of the Major Subordinate Command's (MSC's) leadership team in ensuring mission success.
d. Experience and ability to improve organizational health and legal office culture, as well as to develop subordinate legal professionals and promote employee retention.
OTHER SELECTION FACTORS:
Breadth and depth of legal experience in multiple organizations and at multiple levels. A mix of experience at more than one MSC, base, post, operating location/installation (examples: Major Service Command; Combatant Command; Headquarters Military Staff Service; Joint Staff; and Defense Agency).
Acquisition law, Employment law, Fiscal law, and Government Ethics experience is highly desirable.
Security Clearance: This position is designated Non-Critical Sensitive. If selected, you must obtain and maintain a Secret security clearance. If you are unable to obtain this level of security clearance (as a result of undisclosed or disclosed background issues), within a reasonable period of time (as defined by the agency), the employment offer may be withdrawn. In addition, incumbent is subject to periodic re-investigation to maintain security eligibility in accordance with DoD 5200.2-R.
