The primary purpose of this position, Equipment Specialist, NH-1670-02, is to plan, manage, and accomplish technical order acquisition modification and sustainment management tasks for Program Offices. Duty Title: Technical Order Manager (Fighter Aircraft)

Duties

Manage the acquisition, modification, and sustainment of Fighter (F-15, F-16, F-22, or F-35) for the Program Manager. Distribute for evaluation, and evaluate Contractor Furnished Aeronautical Equipment/Contractor Furnished Equipment notices regarding the procurement of Fighter technical manuals. Witness contractor technical manual validation/certification as required. Schedule, chairs/co-chairs, coordinate and participate in formal Fighter conferences and technical panels attended by government and contractor representatives to discuss and develop technical manual requirements. Manage sustainment for the Fighter Program Manager.

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1670, Equipment Services Series. GENERAL EXPERIENCE: Applicants must have at least three (3) years of progressively responsible general experience, one year of experience which is equivalent to at least the next lower broadband NH-01, equivalent to the next to lower grade GA-04 or equivalent in the Federal Service, and at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. General experience is described as experience that provided a knowledge of the characteristics, uses, and properties of equipment. This experience may have been gained in trades or crafts, engineering technician, production control, inspection, or other work related to the specialization of the position to be filled. Technical school may be credited as general experience in accordance with the following criteria: (a) Full-time resident study in a technical institute above the high school or trade school level on a month-for-month basis, (b) Completion of a full 4-year curriculum in a technical or vocational high school for up to 6 months of general experience, (c) Completion of a resident trade school course of at least 1 year in the manufacture, repair, or maintenance of equipment for up to 1 year of general experience. OR EDUCATION: successfully completed a 4-year course of study leading to a bachelor's degree in any field. This education has been obtained in an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: ???????successfully completed post-high school education and experience may be used to meet total experience requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Fighter (F-15, F-16, F-22, or F-35) systems, technical publications and management policy procedures. Knowledge of procedures regarding the acquisition and management of Fighter technical manuals, Program Office, management procedures pertinent to development, procurement, production, configuration management engineering and logistics support. Knowledge of commercial logistics policy and procedures as well as portions of the federal acquisition regulations pertaining to acquisition logistics. Knowledge of computer hardware and software and support/training equipment maintenance. Skill in oral and written communications. Knowledge of adequacy, use practicability criteria, and intent of plans, along with specification interpretation documents and deviation/waiver requirements sufficient to monitor contractor's proposals, progress, and performance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
