Duties
This position is located in the Reclamation's Office of Communications (ROC), Washington, DC. The Special Assistant develops and implements plans, products and other materials for a wide variety of regional activities and stakeholders. The incumbent serves as a special assistant to the
Director of Communications (Senior Executive Service) and the Chief of the Office of Communications and completes special projects of high interest to the Director of Communications and/or Chief of Office of Communications and serves as a liaison for the ROC between and among persons and groups within and outside the Washington Office.
Provides strategic advice/counsel to the Director of Communications and Chief of Office of Communications Staff on the management and program delivery of challenges that require ROC attention and/or action.
Advises and aligns the ROC to support Reclamation priorities and address challenges and concerns that require high-level management and may come to the attention of the Commissioner, the Department of the Interior, or the media.
Identifies and recommends courses of action that elevates collaboration amongst leaders and staffs to ensure understanding of the scope of the issue(s) and positions senior leaders and stakeholders to collaboratively formulate and implement solutions.
Interfaces with DOI and Reclamation senior leaders to align priorities and the necessary coordination to meet objectives. This is based on the incumbent's regular meetings, briefings and exchanges of information (internal and external) on matters of high importance.
Provide support and assistance with the coordination and facilitation of Reclamation-wide or Washington Office engagements.
Performs substantive review of reports, departmental guidance, communications plans and correspondence while analyzing comments from other staff coming from similar reviews.
Prepares and ensures the accuracy of myriad products and policies for review and approval by the Director of Communications and/or Chief of Office of Communication.
Manages high-priority special projects, events, and initiatives that directly supports organizational priorities. Researches and analyzes complex problems, issues, or program requirements related to public affairs.
Develops new analytical techniques and processes to evaluate findings and makes authoritative recommendations. Creates recommendations for complex and/or controversial issues under consideration by the Director of Communications and/or Chief of Office of Communications and other officials in Reclamation.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-12 grade level: You must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service performing the following duties: Identifying and analyzing key issues in proposed regulations, standards, and/or guidelines; conducting presentations using oral communication techniques to explain, justify, or discuss a variety of agency issues requiring logical presentation; preparing written communication to organize ideas and present findings in a logical manner; utilizing knowledge of program management principles and techniques to effectively plan and monitor project progress, schedules, and funding; skill in identifying, analyzing and developing courses of action and recommendations for resolving problems; providing advice and/or guidance on policies to internal or external stakeholders. This definition of specialized experience is not all inclusive.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 06/20/2024.
