The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Major Duties and Responsibilities:
Lead the planning, preparation, justification, analysis, and monitoring of budget/financial information to ensure cost-effective support of Intelligence Community (IC) organizations and programs; oversee budget/financial data analysis and the assessment of financial conditions by applying financial principles, policies, methods, techniques, and systems.
Lead the collection, research, and analysis of comprehensive and substantive financial information to include developing budget testimony, briefings, and talking points for senior DNI leadership as well as preparing resource requests and realignments or reprogramming to the DNI and Congress, involving re-allocation of staffing, funds, or other resources.
Oversee and manage the financial implications of strategic and capital/lifecycle/infrastructure planning, investment control, policy enforcement, and management throughout the financial life cycles within or between IC organizations.
Lead and guide the development, improvement, and implementation of financial management policies and guidelines and establish performance metrics against IC priorities, policies, and objectives.
Monitor and evaluate the progress and outcomes of operational performance plans and identify potential threats or opportunities.
Lead and manage the development and coordination of ODNI regulations to improve and standardize financial management processes and procedures to improve the quality of financial reporting in the IC.
Liaise with the Office of the Director of National Intelligence leadership, Office of Management and Budget, and Congressional oversight committees on financial management issues; participate in and as required, oversee IC-wide financial management working groups, committees, and meetings.
Provide expert advice to other financial or budget experts throughout the ODNI or other agencies on issues that involve applying or tailoring methods and procedures developed by the employee to a variety of situations.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.
Qualifications
Mandatory Requirements:
Expert knowledge of the principles, concepts, laws, and regulations of financial administration, budgeting, accounting, or auditing sufficient to generate new concepts and methodologies or to theorize, plan, and direct entire financial, budgeting, accounting, or auditing systems for broad, emerging, or similarly critical large-scale ODNI-wide programs.
Expert ability to plan, prepare, justify, administer, analyze, forecast, and monitor budget/financial information to ensure cost effective support of organizations and programs, including conducting budget/financial data analysis and assessing financial conditions by applying financial principles, policies, methods, techniques, and systems.
Superior ability to serve as expert and consultant to top agency management officials and customers, in context of operation requirements bases on financial analysis and recommends possible courses of action.
Superior ability to conduct accounting, and financial reporting information; expert knowledge of financial principles, policies, methods, techniques, and systems.
Superior ability to manage the financial implications of strategic and capital/life cycle/infrastructure planning, investment.
Expert experience establishing and maintaining professional networks with all levels of management both internal and external to the ODNI.
Superior organizational and interpersonal skills, and demonstrated ability to negotiate, build consensus, and work effectively and independently in a team or collaborative environment.
Superior ability to make decisions and recommendations addressing undefined issues that require much consideration and extensive analysis of the immediate and long-range implications of any action.
Decisions regarding what needs to be done require extensive probing and analysis.
Bachelor's Degree or equivalent relevant work experience and Master's Degree or equivalent relevant work experience.
