THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (MILITARY), Position Description Number D2054000 and is part of the J3 DO, National Guard.
This vacancy does not meet the criteria for appointment of annuitants.
Duties
As a HR SPEC (MILITARY), GS-0201-9, you will serve as the senior personnel NCO and has responsibility for overseeing and ensuring the accomplishment of work performed in the areas of personnel management and administration.
Requirements
- National Guard Membership is required.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Applicant must already be a permanent technician in the NYARNG.
- Participation in direct deposit is mandatory.
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications
Military Grades: ENLISTED ONLY
SPECIALIZED EXPERIENCE: Must have experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level(GS-07) in the normal line of progression for the occupation in the organization for a minimum of 12 months. Experience includes education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements. Serves as an advisor to the commander and staff on the brigade human resources (HR) program. Interprets policy and provides procedural guidance to the commander, staff members and individual military members. Keeps current on and ensures the implementation of new policy statements, regulations and directives. Develop guidelines and operational procedures to implement changes to policies and programs directed by higher headquarters. Researches and resolves difficult HR personnel problems and questions, including those where guidance is only partially relevant or is incomplete. Accomplishes a variety of statistical data/reports, analyzes the information, identifies trends, and makes recommendations to assist in HR management decisions. Conducts staff visits and provides training, guidance and assistance to military members at the Brigade and subordinate units. Serves as the technical expert on a variety of administrative matters (e.g. format for directives and standing operating procedures, general office procedures, filing systems, reference libraries, etc.)
Education
