The Lead Transportation Specialist serves as the Team Leader of the Grants Management Team and Program Management Analyst (PMA) for the Arizona Division Office. As Team Leader, the position oversees a multi-disciplinary team with statewide responsibilities for implementing selected Discretionary Grant programs as well as other statewide Federal-Aid Highway Program responsibilities.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience in managing projects/programs to implement strategies that advance transportation programs or policies; AND
Experience in defining transportations problems and recommending solutions.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Transportation Technical Assistance - Expert knowledge of transportation principles and practices used in developing highway improvement projects, with emphasis on environment, design, safety, project management, financial management, contract administration/innovative contracting, procurement, and construction operations.
Program Management (Grants) - Advanced knowledge of grant administration methods, principles, and practices and the role of the Federal, state, and local governments sufficient to plan, evaluate and advise on transportation grant management programs.
Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
