Duties

The primary purpose of this position is to serve as a first-level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Future Operations Branch; and provide technical oversight and direction to field level Air Reserve Squadron (ARS) Admissions Liaison Officers (ALOs). Plans, organizes, and directs the activities of the Future Operations Branch, to ensure Liaison and Outreach program activities comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Represents the HQ USAFA Admissions Directorate, Liaison and Outreach Division with a variety of installation and functional area organizations. Trains personnel on the USAFA Admissions Liaison and Outreach programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes in-depth knowledge of the application of analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of educational program operations; including knowledge of issues and policy, resource management, program planning, project management, and legal/regulatory compliance. Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility. Knowledge in identifying and proposing solutions to management problems which are characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of university admission practices and national recruitment techniques for high school and college students; and skills in collecting, evaluating, and interpreting admission data to establish goals and meet admission targets; organizing and coordinating events with organizations outside of admissions; and ability to analyze work methods and procedures, develop improvement measures, and implement policies and procedures. 2. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military educational program operations and evaluations. 3. Skill to plan, organize, develop and conduct studies and projects, making recommendations on substantive education programs, and collaborate effectively with others to develop solutions, coordinate with affected leadership and implement recommendations. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Skill to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of small organization; including ability to effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
