About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove.
Duties
Prepare contract specifications for facility operation maintenance and/or municipal service engineering projects.
Serve as a Contracting Officer's Representative (COR) in regard to planning, developing, and/or evaluating terms and conditions for real property operation service contracts.
Create Statements of Work (SOWs) and cost estimates for real property supporting systems.
Monitor contractor performance for assigned facility contracts.
Coordinate contract requirements and execution with other division personnel, contractors, and/or customers of serviced facilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Incumbent is on-call through the use of a personal communication device to respond to emergency situations, 24-hours a day.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience:
In-Service Applicants: One year of specialized experience which includes assisting in construction improvement projects to include cost estimating, cost breakdown, or working with contractors/suppliers for project completion. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Other Applicants: One year of specialized experience which includes assisting in construction improvement projects to include cost estimating, cost breakdown, or working with contractors/suppliers for project completion; and administering, writing and/or enforcing contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Time in Grade Requirement:
In-Service Applicants: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
Other Applicants: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
