You will serve as a Management and Program Analyst for site China Lake within the Supply Management Department of NAVSUP FLT LOGISTICS CNTR SAN DIEGO.

Duties

You will be responsible for conducting internal reviews of all Code 400 Products and Services, business operations, and administrative functions. You will be responsible for executing priorities and goals established by the supervisory management and program analyst and quality assurance evaluator lead. You will monitor the operational health of assigned area of responsibility to include topics such as CHRIMP locker assessments, afloat annual postal assessments, expired household goods storage lots, invoice approval times, stock in transit, etc. You will participate in NAVSUP FLCSD working groups, as needed, to resolve issues, provide input to establish processes, disseminate information and develop process improvement plans. You will be responsible for assisting site leadership in audit preparation efforts through actions such as mock audits, standard operations procedures (SOP) review/testing, and process reform.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying an broad knowledge of analytical and investigative techniques for analyzing and measuring effectiveness of processes and procedures in support of a wide-range of customers and installations which include material control, warehousing; hazardous materials minimization center operations; and/or regional transportation support. You have experience planning, scheduling and conducting projects to analyze the effectiveness in order to interpret and evaluated compliance to metrics associated with diverse set of product and services. Examples of specialized experience include: 1) Analyzing and evaluating the effectiveness of all products and services (P&S) operations and processes; 2) Conducting research and providing suggestions for improvement on processes requiring revisions for improvement and optimization; 3) Providing inputs and recommendations regarding modifications to quality assurance surveillance checklists or the need to develop additional checklists. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying a basic knowledge of analytical techniques for analyzing and measuring effectiveness of processes and procedures in support of a wide-range of customers and installations which include material control, warehousing, hazardous materials minimization center operations; and/or regional transportation support. Examples of specialized experience include: 1) Evaluating the effectiveness of all products and services (P&S) operations and processes; 2) Conducting research and providing suggestions for improvement on processes 3) Providing inputs and recommendations regarding modifications to quality assurance surveillance checklists or the need to develop additional checklists. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
