This position is located in a USDA Rural Development (RD) State or Area Office. The incumbent serves as a key member of the Michigan State Director's staff and is responsible for encouraging greater use of community and economic development practices. This position is NEITHER remote nor virtual. The employee will be expected to report in person to the assigned duty location. This position may be eligible for hiring incentives.

Duties

This is a developmental position established to gain experience and knowledge of community and economic development practices in order to create stronger rural communities. Gathers and analyzes data and makes recommendations for improvements towards community and economic development in targeted community network areas. Assists in liaison between the State and Rural Development’s network of federal agency partners and targeted community networks on community and economic development efforts and issues. Participates in meetings and assists in training to community networks, interest groups, state, regional, and county organizations, etc. This position will assist with administrative business, policy, and analytical work.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized Experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. For GS-09 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07 grade level; or its non-Federal equivalent that demonstrates: Experience working with senior staff to conduct evaluation reviews of the state's performance to determine the effectiveness of diverse and inclusive community planning efforts and Rural Development delivery services. Experience providing a high level of customer service to local governments and stakeholders as they carry out their responsibilities under Rural Development (RD) programs. OR Master's or degree OR 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, if related OR a combination of education as described and specialized experience. For GS-11 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-09 grade level; or its non-Federal equivalent that demonstrates: Experience planning actions and issues, as well as technical content of State Community Economic Development (CED), strategic plans, and initiatives and/or work-related documents. Experience assisting with the evaluation of the state procedures, standards, guides, reports, forms, informational releases, and/or training materials designed to promote more efficient operations and overcome deficiencies. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience.
