This position is located in the National Marine Fisheries Service (NMFS), West Coast Region (WCR), Regional Administrator's Office (RAO), with one vacancy in Portland, OR or Sacramento, CA.

Duties

As a Physical Scientist, you will perform the following duties: Serve as a fluvial geomorphologist, reviewing and providing technical guidance on hydrology, hydrologic, hydraulics, sediment transport, sediment dynamics and disturbances with forestry and forest practices as it applies to fluvial geomorphological processes in support of the Endangered Species Act (ESA) and Essential Fish Habitat (EFH). Work collaboratively and cooperatively with a diverse group of stakeholders from various local, state, federal agencies, and tribes, to maintain consistency in fluvial geomorphological principles, decisions, and policy recommendations. Analyze the risks associated with burned watersheds and exhibits a firm understanding of post fire recovery actions that support fish habitat using industry standard tools that are widely available that they can use in their mitigation recommendations. Analyze data and writes reports for; geomorphic assessments, watershed, hydrology, hydraulic and sediment transport analyses, channel stability analyses, and support of stream and river restoration designs. Provide technical guidance to National Marine Fisheries Service (NMFS) staff. Participate in scoping, planning, and project development meetings. Maintain project files, effectively uses IT resources. Maintain accurate records of amount and category of time spent on projects, and other administrative tasks. Make recommendation for short- and long-term mitigation strategies to assist the region in finding the right solution for endangered fish. Note: These duties are described at the full performance level of the ZP-3; The ZP-2 is developmental leading to such performance.

CONDITIONS OF EMPLOYMENT: Must be able to obtain and maintain a valid state driver's license to operate a government vehicle. Must be able to walk through water in waders or go on a boat in a waterbody to survey and make observations of river channel morphology. Must be able to frequently bend, lift, and stoop to perform field work. This work will be performed outdoors and could be during inclement weather to assess fish passage conditions during peak stream flows associated with storm events. Perform site visits and collects site specific data. Performs site visits to make complex fluvial observations in a river system and gather data, including field surveys such as topographic surveying, facies mapping, sediment surveys, and flow measurements. Position Requirements: This position requires the operation of a Federal motor vehicle. This position has physical requirements. Position requires driving a government vehicle for field work, movement of equipment and/or supplies between buildings, acquisition of supplies, or meetings at other locations. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination in order to be found minimally qualified. You MUST meet the following requirements: To qualify for the 1301 series: Education: Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-2 or (GS-7/9): SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-1 or (GS-5) in the Federal service. Specialized experience MUST include all of the following: Planning, evaluating or reviewing hydrologic, hydraulics, sediment transport or dynamics with forest practices; Collecting stream survey data & procedures for compilation or distribution to provide quality information; and Compiling information for or participating in the development of technical reports and papers related to subjects such as stream surveying. OR SUBSTITUTION OF EDUCATION: One full year of graduate level education in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. NOTE: YOU MUST PROVIDE YOUR TRANSCRIPTS OR SUPERIOR ACADEMIC ACHIEVEMENT: Demonstrated by a bachelor's degree from an accredited college or university education in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, with one of the following. A grade point average (GPA) of 2.9 or higher based on a 4.0 scale for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study; A GPA of 3.5 or higher based on a 4.0 scale for required courses completed in a major field of study, or those courses completed in a major field of study during the last two years of undergraduate study; Class standing of upper third of the graduating class in the college, university, or major subdivision of the college. Membership in a national Scholastic Honor Society certified by the Association of College honor Societies, excluding freshman honor societies. All academic degrees and coursework must be from accredited or pre-accredited institutions. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate education in excess of one year is qualifying for combination.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.
