WHAT IS TAS - TAXPAYER ADVOCATE SERVICE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: TAXPAYER ADVOCATE SERVICE ATTORNEY ADVISORY GROUP The following are the duties of this position at the full working level. Administer, supervise, or perform legal technical tax work requiring analysis and application of tax principles and specialized knowledge of the Internal Revenue Code and related laws, court decisions, regulations, and precedent rulings of the Internal Revenue Service. Serves as Senior Legal administrative Specialist with responsibility for personally handling and performing technical review of some of the office's most complex, important, or novel cases and projects, particularly those with broad, or potentially controversial, ramifications. Assists with the development, management, and evaluation of TAS's advocacy and legal positions, and provides strategic planning and support in identifying emerging trends and issues likely to have an impact on TAS's programs and activities. Formulates and coordinates plans, programs and schedules for the Attorney Advisors to the National Taxpayer Advocate unit on such matters as workflow, employee utilization, meetings, case reviews, travel, training, leave, management and operation problems encountered. Devises and establishes overall procedures and workflow among the various components. Reviews and evaluates group activities and program operations to determine effectiveness of subordinates. Develops effective operational and management relationships and delegates authority to subordinates as appropriate. Exercises effective communication in dealing with all components of the organization as well as officials of other units or organizations or in advising management officials of higher rank. Collaborates with the heads of other organizations to negotiate, decide on, and coordinate other activities that may affect these other organizations and facilitate workflow and the achievement of mutual objectives. Keeps employees informed of management policies, federal employment benefits and responsibilities, and administrative matters. Identifies and facilitates delivery of tools such as workspace, research materials, up-to-date technology and supplies to field using efficient, cost effective means. Allocates resources to ensure fair and equitable treatment of taxpayers.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: All GRADES -- SELECTIVE PLACEMENT FACTOR: To be eligible for this position, at any grade level, applicants must demonstrate the following: Knowledge of Legal Industry, including legal practices, federal codes and regulations, and application of complex legal principles to facts. This knowledge may be met through experience and/or education. To meet this requirement, the applicant must demonstrate the following experience: Substantive knowledge of state and federal laws, judicial decisions and precedents, legal codes, court procedures, legal practices, legal instruments and documents, government regulations, executive orders, and agency rules specific to tax administration and compliance. Exceptional skill in researching, interpreting, examining, analyzing and applying relevant state and federal laws, regulations, related statutes, and sub-regulatory guidance, sufficient to produce written reports, relevant forms, instructions, explanatory publications, legal memoranda, proposed legislation, and other materials, sufficient to address taxpayer rights and responsibilities, propose tax legislation or regulation, and issue opinions and/or decisions specific to tax administration or compliance. AND You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. In addition, your experience must include: Experience representing and/or effecting resolution for individual taxpayers in a broad array of tax controversy matters, including collection, examination, appeals and litigation that would demonstrate a full understanding of IRS functions, processes, interrelationships and dependencies. Experience analyzing and interpreting relevant tax laws, regulations, rulings, policies, procedures, and precedent decisions in order to research and advise on specific questions or problems using alternative approaches regarding taxpayer rights, privileges, or liabilities under laws and regulations administered by the IRS by representing taxpayers or the government in Tax Court or federal courts in tax matters. Experience sufficient to demonstrate knowledge of the statutory mission, organization, policies, practices and procedures of the Office of Taxpayer Advocate as described in the Internal Revenue Code and Treasury Regulations. Experience working with examination, compliance, collection and Appeals programs with emphasis on taxpayer rights/burdens (e.g., working on Taxpayer Assistance Orders, Taxpayer Advocate Directives, reviewing published guidance, and analyzing systemic issues affecting multiple taxpayers). Experience rendering tax advice or assistance to the National Taxpayer Advocate or IRS executives which involve handling critical, sensitive or confidential matters. Experience communicating verbally and in writing for high level officials and/or Congressional offices on a multitude of subjects. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
