This position in the Office of Tribal Programs, Alaska Area Native Health Service (AANHS), Anchorage, Alaska. The purpose of the position is to provide staff expertise, technical advice and assistance to tribes to promote the successful implementation and maintenance of P.L. 93-638 Title I contracts and Title V compacts in Alaska. Serves as the program official for assigned Tribal Management Grants.

Duties

Provides all required functions for the successful implementation and administration of awards under the Act. Awards include contracts, compacts, funding agreements and grants. Serves as the program official for assigned Tribal Management Grants. Assists in the initial financial review of all Title V Compacts and Funding Agreements (FA) in Alaska to validate the amounts of funding specified for each FA. Participates in pre-negotiations and final negotiations, prepares notes of agreements reached during both. The notes are part of the Area backup for agreements reached during negotiations and are routinely used during the in-depth review of proposed FAs. The notes are available to the supervisor/ALN to support agreements reached. Performs an in-depth review of proposed Funding Agreements (FA), advises the supervisor and/or the Agency Lead Negotiator (ALN) of inconsistencies with negotiated agreements or errors; follows-up on recommended changes. Receives fund allocation documents and prepares FA amendments. Responsible for entering financial data into IHS Office of Tribal Self-Governance (OTSG) database, assuring amendments are within available funding or other authority to amend the FA. Some amendments require specific language and/or must follow the FA provision which requires award signature concurring with the special requirements. The incumbent will respond to varied and complex questions about specific financial data in the database. The database is available to all awardees and must contain the latest financial information. Performs Contracting Officers Technical Representative (COTR) function for assigned contracts. Provides technical assistance on tribal programs, services, functions and activity (PSFA) management and advice and assistance to Title I awardees considering conversion to a Title V Compact and FA. Provides background (from existing documentation) and guidance to Area staff on assigned contracts and compacts. Other duties as assigned.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performs an in-depth review of proposed Funding agreements (FA) and advises the supervisor or the Agency Lead Negotiator (ALN) of inconsistencies with negotiated agreements; follows0up on recommended changes. Receives fund allocation documents and prepares FA amendments. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
