Duties
Summary:
The primary purpose of this position is to manage the training program within the unit maintenance organization. This program includes but is not limited to: on-the-job training (OJT); civilian training requirements; re-training; formal school; instructional systems development (ISD); professional military education; ancillary training; unit training planning; providing technical guidance and assistance to managers and supervisors within maintenance on all aspects of the training programs elements; preparing briefings regarding status of programs; and providing training to newly assigned personnel, those within maintenance functions and to provide training to reservists in the accomplishment of tasks herein.
Duties:
Manages, plans, and directs the maintenance training program.
Manages, implements and oversees all aspects of On-the-Job Training program for maintenance group personnel (ARTs, reservists, civilian employees, supervisors, managers, etc).
Manages special certification training program.
Conducts formal and informal staff assistance visits to organizations within unit(s).
Manages unit ancillary training programs.
Outlines and directs implementation of the maintenance training programs for supervisors and trainers.

- Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies.
- The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY) away from the normal duty station.
- The incumbent may be required to work overtime to meet workload demands. May be required to work an uncommon tour of duty.
- Performs other duties as assigned.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes: 1) knowledge of established maintenance missions, practices, procedures, policies, guidelines, instructions, and requirements; 2) knowledge of analytical and evaluative techniques applied to the identification, consideration, and resolution of maintenance training issues; 3) skill in analyzing and interpreting technical maintenance requirements and guidelines to manage a variety of maintenance responsibilities; 4) skill in developing, managing, and analyzing a comprehensive standardization and evaluation program for all areas of the organization; 5) knowledge of established maintenance administrative documentation procedures; 6) knowledge of organization and training policies, procedures, rules, guidelines, regulations, etc., governing training; 7) knowledge of training techniques and principles to plan and execute the maintenance training program; 8) knowledge of automated systems, personal computers, and software employed, in order to make reports, correspondence, and extract data; 9) ability to analyze data/products to determine adequacy of training programs and/or deficiencies thereof.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of AFRC Reserve mission and training methods, policies, procedures, regulations, instructions, and documentation requirements.
2. Knowledge of training goals and objectives in the management, implementation and instruction of training programs for the maintenance unit(s).
3. Knowledge of methods and procedures for analyzing unit training statistics.
4. Knowledge of and skill in using automated systems to prepare reports and extract data from them. Ability to analyze automated products to determine adequacy of program and/or deficiencies.
5. Knowledge of maintenance Air Force Specialty Code skill-level qualifications, update, enhancement, and proficiency training requirements.
6. Skill in oral and written communication and ability to coordinate with all levels of command to ensure accomplishment of training program objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
