About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Serves as the Deputy Director of the USCYBERCOM J6 Command, Control, Communications, and Computers (C4) Systems and Chief Information Officer (CIO) Directorate, United States Cyber Command.

Duties

Manages the development of command-wide, long-range plans, program goals, policies, and procedures. Develops goals and objectives that integrate the MAJCOM and objectives. Balances workload and provides overall direction and vision to the subordinate Division chiefs on a wide range of C4/CIO issues. Represents the J6 Directorate and USCYERCOM C4/CIO on enterprise-level panels with Flag/SES level participants to ensure USCYBERCOM C4/CIO interests and equities are represented. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Directs command wide C4/CIO activities. Manages the development of command-wide, long-range plans, program goals, policies, and procedures. Serves as Deputy Director, planning, organizing, and managing the activities of the directorate.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
• Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
• The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
• This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
• The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
• The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
• Must possess an Information Assurance Management (IAM) Level III professional certification as a cyberspace professional, consistent with requirements detailed in DODM 8570.01-M.
• This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
• Incumbent must be removed from their military recall status if an alternative for filling of the position during an emergency is not available.
• One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
