The primary purpose of this position is to identify and implement policies and procedures that manage the materiel requirements to include the Command's appropriated funded programs. Provide detailed requirements, knowledge and expertise.
Duties
1. Lead manager for General Service Division (GSD) requirements, Program Objective Memorandum (POM), budget, and execution in support of General Service Division mission(GSD).
2. Serves as lead systems analyst responsible for identifying effective policy and procedures for General Service Division (GSD) requirements determination process in support for complex programs and major problems associated with supply system.
3. Reviews and interprets policies and processes for the purpose of developing Air Force implementation strategy.
4. Carries out critical supply program planning budgeting and determines funding priorities for supply program operations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes supply management procedures, regulations and acquisition logistics requirements, contract procedures and evaluations, and specification development. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the supply operations, regulations, principles, and practices of supply chain management under peacetime and wartime conditions to manage GSD impact on supply operations.
2. Ability to analyze problems and develop timely and economical solutions.
3. Knowledge of sources, responsibilities and means for providing assistance or advice to resolve supply
systems problems.
4. Ability to develop, prepare, coordinate, staff, influence, and implement supply management policies,
procedures, programs and directives.
5. Knowledge of budget process in order to plan, present and execute budgets. Ability to analyzed budget impacts on programs and forecast long term funding requirements.
6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Skills in writing clear concise English for directives and correspondence. Must possess high verbal communication skills for briefing preparation and presentation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
