Duties
Directs financial management policy in support of the ARNG military organizations and units.
Serves as the principal financial advisor and the technical expert.
Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the state ARNG’s fiscal policies.
Serves as the certification officer for all ARNG disbursements and is pecuniary liable for these disbursements.
Develops, coordinates and organizes an integrated system of financial services.
Writes, implements and maintains an effective system of financial management controls for the state ARNG.
Plans and assigns work to be accomplished by subordinates engaged in professional or other two-grade interval work.
Performs other duties as assigned.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the National Guard.
- Selectee will be required to wear the military uniform.

- This position is INDEFINITE NTE 24 months, with possible extension up to 60 months, and permanent potential.
- IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor. Failure to do so may result in termination.
- "This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599.
- Must be able to obtain and maintain the appropriate security clearance of the position.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Incumbent shall comply with the requirements of this certification program."
Qualifications
IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor. Failure to do so may result in termination.
Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

COMPATIBLE MILITARY ASSIGNMENTS: 36A
The policy to have a compatible MOS/AFSC has been suspended. When reinstated, you will have one year to meet the qualifications of this position or meet the requirements in the guidance set by NGB.
EDUCATION REQUIREMENTS:
An undergraduate or graduate degree from an accredited college/university is mandatory. Awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. A graduate degree in accounting or a related field is optimum.
SUPERVISORY EXPERIENCE:
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
GENERAL EXPERIENCE:
- Skill in collecting and analyzing data effectively, efficiently, and accurately;
- Ability to plan, direct, and coordinate difficult and complex programs;
- Ability to develop, apply, and adjust financial plans and policies to attain agency objectives;
- Ability to select, develop, and supervise a subordinate staff;
- Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness;
- Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program;
- A broad knowledge of agency operating programs;
- A broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management
- Skill in applying procedures and directives by reading and interpreting program material;
- Skill in training, mentoring, and problem solving;
- Ability to make oral and written presentations in a clear and concise manner;
- Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
- Ability to write English in reports and presentation formats;
- Ability to communicate clearly and effectively
SPECIALIZED EXPERIENCE:
Must have 1-year equivalent specialized experience to at least the next lower grade level (GS-12) before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade. Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience.
