This position is located within the Agricultural Research Service (ARS), Northeast Area (NEA), at the Beltsville Agricultural Research Center (BARC) in Beltsville, MD.
As an Administrative Officer (AO) you will serve as a liaison between the Area, BARC Director's, and unit personnel to provide oversight, management, and guidance on processes; financial and budget management; human resources; and acquisitions and procurement.
This position is restricted to those within the local commuting area.
Duties
Advises management, provides recommendations and potential consequences of solutions. Ensure business needs of customer are achieved. Evaluates and modifies existing processes and reporting requirements.
Primary advisor and technical resource on accounting and financial management matters. Manages all phases of budget formulation, execution, and administration.
Monitors/reallocates funds; monitors salary lapse; anticipates program needs, major obligations, or changes; and examines, analyzes, and interprets accounting data, and reports.
Keeps management officials and staff abreast on human resources rules and procedures. Reviews requests for personnel actions, provides status reports, and initiates onboarding of new employees.
Advises management officials and staff regarding procurement and contracting procedures and availability of funds. Reviews all necessary acquisition files and corresponding support documentation to assure complete package.
Proficient in software applications and data management to organize data efficiencies, manipulate data, minimize redundancy, perform statistical analysis and prepare intuitive reports.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-09:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with preparing administrative management, including: human resources; agreements; examining, analyzing, or interpreting data; managing contracting or procurement actions; and preparing financial or budgetary reports.
OR
Education: Successful completion of two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree or LL.B., or J.D., if directly related. Related degrees may include Business, Business Administration, Business Management, Public Administration & Law, or Human Resources.
OR
A combination of education and specialized experience as described above.
GS-11:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing or implementing administrative management policies, procedures, or operations, including: human resources; agreements; examining, analyzing, or interpreting data; managing contracting or procurement actions; and preparing financial or budgetary reports.
OR
Education: Successful completion of three (3) years of progressively higher-level graduate education leading to a Ph.D. or Ph.D. equivalent doctoral degree, or LL.M., if directly related. Related degrees may include Business, Business Administration, Business Management, Public Administration & Law, or Human Resources.
OR
A combination of education and specialized experience as described above.

Local commuting area is defined as the geographic area surrounding a work site that encompasses the localities where people live and reasonably can be expected to travel back and forth daily to work based on the generally held expectations of the local community.
