The Supervisory Vocational Rehabilitation Counselor (SVRC) will supervise Vocational Rehabilitation & Employment (VR&E) staff in the Oakland Regional Office division. The SVRC is the first level supervisor for the VR&E Oakland Regional Office employees and out-based personnel, providing advice and guidance on unusual or unprecedented problems.

Duties

The SVRC is responsible for the administration and workload management of the VR&E Division, to assure that all performance goals in the areas of timeliness, accuracy, cost, customer satisfaction, and employee development are achieved. The SVRC collects accurate data relating to the various work activities in the out-based offices, analyzes fluctuations, short and long-term trends and achievements and/or failures in customer expectations. The incumbent establishes internal controls to prevent fraud, waste, abuse and misappropriation of government funds and property. The incumbent is responsible for ensuring that the professional, technical, and administrative quality and timeliness of service meets VBA's organization goals. The SVRC assures that documentation is accurate achieve appropriate goals for the division based on these indicators and this would include assessment of office problems, client and organizational needs, and adhering to directives, policies and procedures, laws and VR&E guidelines. The SVRC is responsible for reviewing files for Quality Assurance, and contributing to the development of reports, such as Systematic Analyses of Operations (SAO's), Quarterly Reports, Congressional, IRIS inquiries, White Papers and special projects for the out-based offices. The SVRC is supervised and accountable to the VR&E Officer (VREO). The SVRC will review and provide consultation and supervision regarding the most difficult cases, using expertise, training and experience beyond the journeyman level of line Vocational Rehabilitation & Employment Counselors. The incumbent serves as technical representative in developing, awarding, implementing and evaluate contracts to provide professional counseling, evaluating, case management, employment, and other services. The incumbent's duties also involve coordinating intra and inter-state transfer of cases, and consulting the VR&E Officer. The SRVC can also carry a cased load of up to 50 cases. The SVRC has a familiarity with all phases of the VR&E division to interview claimants' in-person or over the telephone and to elicit information essential to resolve a concern or obtain necessary evidence so that a pending claim may be properly adjudicated. The supervisor gathers and interprets a wide range of data addressing service concerns. Further, he/she is able to recommend appropriate action based on the data. The supervisor possesses an understanding and the ability to apply the principles of individual counseling and small group dynamics. Work Schedule: Full time, Monday through Friday, hours between 6:30am-4pm. Compressed/Flexible: Not available. Telework: Available, per agency policy. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation and must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You must provide a copy of your most recent SF-50 that indicates proof of status (career, career-conditional, or excepted service), time in grade requirements have been met, and identifies your position title, series, grade, step, salary, tenure, and type of service. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate possession of time in grade requirements. In this instance, you must also submit your most recent Promotion or Within Grade Increase SF-50, or a Promotion or Within Grade Increase SF-50 that indicates the highest grade/step previously held. DO NOT submit Award SF-50s and/or General Adjustment SF-50s as they cannot be used to verify time in grade. Time in grade requirements apply to former Federal employees applying for reinstatement and current employees applying using the Veterans Employment Opportunities Act of 1998 eligibility. This position does have an IOR (Individual Occupational Requirement) that must be met in addition to the Time-in Grade and regular Specialized Experience qualifications. To qualify for this position, you must have the education listed below: Successful completion of a master's degree (or higher) in rehabilitation counseling, rehabilitation services, clinical rehabilitation counseling, counseling psychology, mental health counseling, career counseling or social work from an accredited college or university.. Your degree program must have included a supervised internship in vocational rehabilitation counseling. For programs without the required internship, you may substitute one year of post-degree work delivering vocational rehabilitation services to adults with disabilities in rehabilitation programs (other than those in correctional facilities). (Please submit transcript(s) with degree date awarded/conferred) Specialized Experience: you must have one year of specialized experience equivalent to the GS-12 level or higher. Specialized Experience is defined as experience in Vocational Rehabilitation and Employment programs 1) expertise with employment and vocational rehabilitation programs; 2) possessing knowledge and expertise in the procedures for vocational and rehabilitation law; 3) the expertise to administer and counsel in the areas of counseling, rehabilitation, psychology, career development, and job placement entitlements; 4) the expertise to control budgetary resources for approving and monitoring financial expenditures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is performed mainly in an office environment with minimal exposure to injury.
