Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Office of Environmental Programs in Sterling, VA.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1.) Serves as the bureau's primary point of contact and subject matter expert in GrantSolutions workflow and process management, overseeing the financial assistance management software platform utilized by federal agencies to administer grants and cooperative agreements.
2.) Works closely with Bureau of Safety and Environmental Enforcement Acquisition Management Division and BOEM GrantSolutions lead to develop templates and guidance to enhance the cooperative agreement planning phase workflow guidance and ensure adherence to processes during the planning phase of cooperative agreements.
3.) Provides departmental guidance, direction, and system training, as well as allocates specific roles and functions within GrantSolutions database to newly appointed contracting officer representatives (COR), ESP representatives, and project officers.
4.) Provides input in the development and implementation of BOEM's Environmental Studies web-based tools to enhance efficiency, accuracy, and security for subjects involved in scientific studies.
5.) Maintains database and/or spreadsheet formats for generating various reports, integrating information from one software package into another, and incorporating data into automated documents.
6.) Serves as a Contracting Officer Representative on technical projects and contracts for assigned Office of Environmental Programs' projects. Monitors contractor performance on specific aspects of assigned contracts to ensure compliance with contractual requirements.
7.) Prepares the Briefing Papers and Financial Assistance Review Forms, along with supporting documents, for the submission of Departmental Manual 218 DM 8.2 memoranda concerning cooperative agreements exceeding the financial threshold through the Department of the Interior application Data Tracking System (DTS) to the Secretary for Land and Minerals Management for approval.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-12: $99,200 (Step 1) - $128,956 (Step 10) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1.) managing a portfolio of Environmental Studies Program-funded research projects focused on assessing the environmental impacts of energy development.
2.) extracting, creating, and manipulating data from the Department of the Interior's Financial and Business Management System.
3.) creating and routing documents within the Bureau's Document Tracking System for routing purposes.

Highly desirable:Applicant that currently holds a COR Level II or COR Level III certification. Please ensure to include the certificate with your application package.
Requirement: Applicants that do not currently hold a COR Level II or COR Level III certification will be required to obtain COR Level III certification within 2 years of assignment.
