About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America.

Duties

Responsible for planning, coordinating and accomplishing activities involved in the shipment of government property in support of US Army Sustainment Command (ASC) Logistics Readiness Center (LRC). Sign bills of lading and certain categories of correspondence and sign orders for service required and authorized under Department of Defense (DoD) basic agreement with the contractor. Conduct inspections of contractors' operations to determine/ensure compliance with contractual terms and provisions; use methods specified in the Quality Assurance Surveillance Plan (QASP). Assist in the preparation of necessary property shipment documentation; arranges for commercial shipment of house trailers on Government Bills of Lading (GBL); and process applications for temporary storage of household personal property. Counsel, brief/teach, provide advice and information, regarding shipment and/or storage of personal property. Determine applicable methods, shipment modes, and procedures for shipments by ascertaining origin and destination of shipment. Provide information and assistance regarding procedures and regulations for submitting claims or reimbursement. Estimate and/or compute, collect, and process actual excess charges on personal property shipments. Evaluate day-to-day operations to ensure efficient and economical use of resources. Resolve administrative and operational problems dealing with transportation activities, entitlements, authorizations, accommodations, documentation, and requests. Serve as Transportation Operation Personal Property System network system automation officer. Oversee the commercial travel office contract as the Contracting Officer's Representative (COR).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Position require the incumbent to possess or obtain and maintain a valid Government-issued Driver's License.
  • Position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Position requires TDY/Travel 10% of the time.

Specialized Experience: One year of specialized experience which includes: (1) Providing transportation advice and/or guidance on entitlements and documentation requirements for domestic and/or foreign travel and movement of household goods/property; (2) Processing freight shipments to include arranging for the most economical shipment of freight and/or scheduling movement of the freight; and (3) Using automated transportation systems such as Defense Personal Property System (DPS), Defense Travel System (DTS), Cargo Movement Operating System (CMOS), and/or the Global Air Transportation Executions System (GATES) to accomplish various transportation tasks. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Transportation Management, Transportation and Logistics Management. (NOTE: You must attach a LEGIBLE copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
