This is a Direct Hire Authority (DHA) solicitation utilizing the DHA forCertain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Provide program management for real estate and real property asset management functions. This position falls within the Real Property Branch, Planning Division of the Garrison's Public Works Directorate.
Duties
Serve as technical authority with responsibility and mastery of real property accountability principles, policies, and methodologies in the management, and reporting of Army real property.
Participate in aspects of real property lifecycle as it relates to acquisition, utilization, transfer, disposal, and management of Army installation real property.
Technical knowledge of real property inventory, General Fund Enterprise System (GFEBS), enterprise Pro-active Real Property Interactive Space Management System (ePRISMS), and automated data processing of reports.
Collaborate with USACE District Engineer and staff to support executed projects for RedZone meetings, DD1354 completion, and related project close-out activities.
Make recommendation and processes requests regarding additional real property interests (i.e. fee simple, lease interest, etc.), Outgrant requests, and prepares documentation necessary to execute a Report of Availability approval package.
Work with NEPA Office to discuss environmental requirements such as Environmental Condition of Property Reports (ECP), Finding of Suitability to Transfer (FOSL), Environmental Assessment (EA), and Records of Environment Compliance (REC).
Prepare short-term licenses, requests for acquisition of retrocession of legislative jurisdiction; and monitors real estate agreement expiration dates (i.e. Outgrants, Ingrants, permits, leases, licenses, consent agreements, right-a-ways, etc.).
Document all space assignments, reviews requests for facilities space, and coordinates closely with Installation Master Planners on space allocation consistent with RPLANS.
Conduct facility utilization surveys, prepares Installation Commander's Annual Real Property Certification, performs facility utilization briefings, develops short- and long-range space utilization and reconfiguration plans, and interprets policy.
Interpret real estate agreements and regulations, provides real property accountability and real estate support to designated geographical areas, and reviews real property holdings to determine underutilized facilities and/or land.

- This position requires a Secret security clearance.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

This is a developmental position, GS-09, GS-11, FPL GS-12. Management may select at either grade level.

Specialized Experience GS-09: One year of specialized experience which includes experience assisting more senior employees in the areas of real property accountability and real estate management; assisting with preparing and updating real property inventory; researching and updating information on building data including square footage, building number, category codes; utilizing automated systems such as GFEBS/REMIS to produce reports; assisting with yearly physical inspections to comply with audit; assisting with audit samples on real property assets; assisting with the development, execution, and management privatization of assets; preparing leases, licenses, and easement requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: One year of specialized experience which includes experience in the areas of real property accountability and real estate management; preparing and updating real property inventory; researching and updating information on building data including square footage, building number, category codes; utilizing automated systems such as GFEBS/REMIS to produce reports; assisting with yearly physical inspections to comply with audit; assisting with audit samples on real property assets; assisting with the development, execution, and management privatization of assets; preparing leases, licenses, and easement requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS 12: One year of specialized experience which includes experience in the areas of real estate management and real property accountability; enforcing policies that govern permits and leases, disposal of assets, and privatization of assets; preparing leases, licenses and easement requests; enforcing policies to improve real property asset management and real estate management; preparing decision briefings for leaders on real property management areas of interest; administering automated systems such as GFEBS/REMIS; assisting with yearly physical inspections to comply with audits; and assisting with audit samples on real property assets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
