This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: To serve as the 96th Medical Group Deputy Director at Eglin AFB, responsible for the management and execution of business activities, critical support services, clinical optimization, and long-range strategic planning.
Duties
Plans, organizes, and oversees the direct healthcare activities of the Military Treatment Facility.
Provides executive level management of the civilian professional development program.
Assists with and/or directs as appropriate, the planning and execution of resources, strategic planning, personnel assignments, and skill development.
Plans work to be accomplished by subordinates, sets and adjusts short and long-term priorities, and prepares schedules for completion of work.
Evaluates work performance of subordinates.
Leads the administration and management of the Military Treatment Facility's Performance Improvement, Clinical Quality Management, Risk Management, and Self-Assessment programs.
Governs healthcare informatics initiatives to integrate clinical, business, and information technology efforts in alignment with Defense Health Agency processes and practices.
Works closely with facility leadership to resolve issues and seek standardization of processes to generate efficiencies and optimize the direct healthcare system.
Determines organizational goals, develops plans, and justifies and distributes resources to support the work activity
Participates in formal speaking engagements, public relations events, promoting the mission and creating an atmosphere conducive to quality patient care.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination. A candidate selected to this position will be required to sign a statement consenting to annual seasonal influenza vaccination.
- Employees assigned to a Military Treatment Facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience Requirement: One year of specialized experience at or above the GS-13 grade level in Federal service, encompassing the management of all facets of a Medical Treatment Facility's (MTF) operation. This includes clinical care, administrative services, and strategic planning for the long term. Responsibilities also involve leading and supervising staff, ensuring regulatory compliance, and executing performance improvement measures. Additionally, managing both fiscal and human resources, formulating budgets, and serving as the MTF's representative at high-level meetings.
Special Provision for In-service Placement Applicants: If you are an in-service placement applicant (eligible for promotion, reassignment, change-to-lower grade, transfer, reinstatement, re-employment, or restoration) and have successfully completed an agency-sponsored on-the-job training program which included a formal individualized training plan in an operating health care system, you may be able to qualify for this position. The training program must have included: assignments which provided a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments which provided an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and oversight by an experienced health system administrator with periodic evaluation of your progress and appropriate adjustment of the training program.

Some positions allow applicants to substitute education for the required experience. For this position, applicants must meet the specialized experience requirement or meet the special provision for in-service applicants (above). Education substitution is not allowed.
