You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in theHEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will plan work, set priorities, and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will assign work to subordinates based on employee's capabilities, priorities and difficulty.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Performing or advising on work in accounting administration; 2) Formulating budget and estimates to support spend plans, programs and activities; 3) Reviewing and evaluating funding requests, control and reporting obligations and expenditures; 4) Applying accounting, budgetary and financial information to prepare information and summaries for management; 5) Reviewing funding requests and financial reviews for accuracy and completion; 6) Developing, determining, and interpreting of fiscal policies and practices; 7) Performing specialized work involving managerial or administrative work in connection with accounting and financial systems to include Navy Enterprise Resource Planning (ERP) and Defense Travel System (DTS); 8) Leading, supervising, motivating and counseling employees.
