You will serve as a FINANCIAL MANAGEMENT ANALYST in the Assistant Secretary of Navy (FM&C) of ASN.

Duties

You will determine and prescribe the requirements for substantive material and data to be provided in support of the submission of budget estimates to ease analysis, review, and evaluation of the estimates in the formulation of the DON budget. You will assist in the development of budget guidance for assigned programs understanding DoD, SECNAV guidance, data requirements, and directives; assist in clarification for the staffs, Budget Submitting Offices (BSOs), and other DON stakeholders. You will review estimates, lead budget processes and data analysis for assigned programs. Interpret program and budget guidance each cycle year from USDC. You will review budget submissions of the BSOs for conformance with congressional intent and policies of SECNAV, Chief of Naval Operations (CNO), Commandant of the Marine Corps (CMC), Joint Chiefs of Staff (JCS), and Secretary of Defense (SECDEF). You will be primary DON Point of Contact with the OSD/OMB staff analysts for assigned programs. Prepare supporting information for use in justifying DON programs and estimates to SECDEF, OMB, and Congress. You will prepare and review reclamas on OSD/OMB adjustments for assigned programs and issues for leadership decision/resolution meetings. You will be responsible for preparing budget material to Congress. This may include budget justification material, statements, transcripts of hearings, backup or point papers, and appeals to authorization and appropriation reports. You will ensure the accuracy of the FMB, OSD/OMB, and congressional adjustments in the DON tracking system (i.e. Program/Budget Information System) for assigned programs. You will review of program execution, monitoring funding, and the recommending of adjustments to allocations, when required (i.e. make recommendations when programs are deviating from plan so that funding can be re-prioritized) when required. You will review and evaluate the Defense Planning Guidance (DPG), Program Objectives Memoranda (POM) Issue Papers, and Program Decision Memoranda (PDMs)/Resource Management Decisions (RMDs), making comments and recommendations. You will prepare reports, briefs, and point papers for DON leadership on the budget, execution, and the status of the budget reviews. You will support audit requirements, coordinate and document responses on external reviews. You will brief leadership to ensure emergent issues are addressed and resolved and that the Department’s resources are used in an efficient and effective manner. You will coordinate with technical staff to improve work products, processes and applications by facilitating flow of information. You will ensure products/documents are thorough and accurate. Ensure guidance addresses process changes. You will identify reform efforts, develop plans of action to achieve reforms, and track reforms throughout the budget cycle. You will monitor and analyze Navy Working Capital Fund (NWCF) cash balances and develop appropriate cash plans during budget formulation. You will review requests for allocation of funds for NWCF and makes recommendations thereon. Review, evaluate and staff reprogramming actions for NWCF and makes recommendations thereon. You will maintain liaison with other branches of the Civilian Resources and Business Affairs Division and the other divisions in FMB to ensure that the impact of decisions affecting NWCF is reflected in the budgets of the appropriated funds.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-15- Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of the concepts, principles, laws, and regulations of financial administration or budgeting sufficient to generate new concepts and methodologies in the field. Experience planning and directing financial or budgeting systems for department/agency wide programs of national or international scope where no precedents exist. GS-14- Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience interpreting and applying financial management policies, regulations, and program guidance. Experience advising on financial management and accounting policy information. Experience conducting reviews of accounting and financial management reporting systems. Experience developing and implementing accounting policies and policies and procedures.
