Duties

Examines legal instruments pertaining to applications for permit to drill, sundry notices, amendments, transfers of interest, address changes, annual filings, and other documents submitted by oil and gas operators. Examines documents for recordation for mining locations, determines if documents filed are in accordance with applicable laws and regulations. Will notify operators of non-compliant documents. Conducts reviews of case file information and coordinates with other staff and field offices when needed. Provides quality control in filing and maintenance systems and database systems that are relevant to oil and gas i.e. AFMSS.

Qualifications

For GS-05: You must possess one (1) full year of specialized experience at or equivalent to the GS-04 level that is equivalent in difficulty and complexity as indicated by the following examples: maintain files pertaining to land title information by entering all pertinent data on the document requests. research for various title documents. encode encumbrance data from recorded title documents into land title automated systems for land title ownership. -OR- Education: four (4) years of successfully completed education above the high school level in any field at an accredited business, secretarial or technical school, junior college, college or university. (One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.) - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate education. For GS-6: You must possess one (1) year of full-time specialized experience or the equivalent, comparable to at least the GS-5 in the Federal Service (obtained in either the public or private sector). This experience must include: research various title documents. pull the historical file to extract document information needed. encode encumbrance data from recorded title documents into land title automated systems for land title ownership. examine complex title documents for the acquisition and disposal of real property rights pertaining to trust, restricted, fee and reserved lands. For GS-7: You must possess one (1) year of full-time specialized experience or the equivalent, comparable to at least the GS-6 in the Federal Service (obtained in either the public or private sector). This experience must include: gather and assemble relevant title documents, identifying potential problems on land/parcel title documents. prepare abstracts of title by carefully examining each legal instrument, determining the correct legal description of the property, identifying current owners of the property and their fractioned title and monetary interests, identifying and curing title defects. image title documents; scan and code the title document into the electronic records system; and receive the scanned title documents and encode into the records system. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: Work is performed primarily while sitting or standing. Walking, bending, stooping and stretching are necessary when working with the files. There is occasional lifting and carrying of boxes. Eye strain and fatigue may be encountered when operating a computer terminal. The work also calls for the exercise of a high level of concentration. Work Environment: Work is performed in an interior open space office setting involving normal everyday risks and discomforts associated with working in an artificially lighted, climate controlled area and encountering frequent interruptions from contacts and co-workers. Trainee adheres to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

Education

As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
