The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
Major Duties and Responsibilities:
The National Intelligence Council (NIC) consists of the most senior and expert intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.
Coordinate, lead, and communicate comprehensive, sophisticated, and current analyses of complex and significant national, regional, and/or global issues for senior policymakers and key components in the Intelligence Community (IC), law enforcement, and the Office of the Director of National Intelligence (ODNI).
Lead and contribute to the preparation, production, and coordination of National Intelligence Estimates and other community-coordinated papers in support of United States (US) foreign policy and national security interests.
Provide extensive guidance to the planning, analysis, and application of methodological tools and approaches to gain a comprehensive understanding of complex analytical issues and incorporate insights and findings into well-crafted, in-depth intelligence products.
Plan, prepare, and present written and oral briefings to the most senior internal and external customers regarding East Africa; explain the most complex concepts to non-expert customers and tailor the product to correspond to customer needs.
Lead the analysis and identification of critical intelligence gaps and initiate, develop, and implement strategies and mitigation initiatives to address gaps and shortfalls in collection and analytic capabilities across the USG.
Lead, plan, direct, and coordinate the preparation of tactical, multidisciplinary, and strategic analysis that supports key US national security and foreign policy objectives and helps shape IC analysis and priorities.
Lead, plan, and facilitate community sessions attended by IC specialists and non-US Government subject matter experts to address major events and trends in Sub-Saharan Africa. Represent the IC, DNI, National Intelligence Council (NIC), and the National Intelligence Officers (NIO) in the sessions.
Establish and foster liaison relationships with IC analysts, analytic managers, and collection managers as well as academia, the business community, and other non-government subject matter experts to ensure the IC has a comprehensive understanding of emerging regional trends.
Lead, initiate, cultivate, and maintain productive working relationships with colleagues, experts, IC members, and policy committees as appropriate and use these relationships to share information of interest; attend internal and external training, seminars, or conferences on broad or more strategic subject areas.
Develop and continually expand personal knowledge regional and political analysis and achieve a government-wide reputation as a subject matter expert in this area.
Support and the National Intelligence Officer for Africa.
Build and leverage diverse collaborative networks with the ODNI and across the IC.
Qualifications
Mandatory Requirements:
Extensive knowledge of Africa, including societal and cultural trends, as well as a deep understanding of relevant US foreign policy priorities; proven ability to synthesize complex issues involving East Africa for senior policymakers.
Demonstrated ability to effectively plan and lead the development of high-quality, complex analyses, studies, projects, assignments, and briefings on key US foreign policy and national security objectives focused on East Africa for IC consumers and policymakers at the highest levels of government.
Demonstrated ability to apply extensive knowledge of ODNI, IC organizations, and relevant customer organizations or operations (e.g., NSC, State, military, and development and financial departments and agencies) to effectively translate their requirements and provide appropriate output or responses to meet customer needs.
Extensive knowledge of IC policy and procedures and demonstrated knowledge of analytic tradecraft and Demonstrated ability to communicate intelligence information and judgments to generalists as well as specialists.
Demonstrated ability to produce analytic finished intelligence related to East Africa and broad knowledge of the role of intelligence analysis within the IC.
Demonstrated oral and written communications skills, including established ability to communicate effectively with people at all levels of the IC, deliver effective oral presentations, prepare finished intelligence assessments and other written products with emphasis on clear organization and logical presentation, and represent the NIC in interagency meetings.
Demonstrated levels of flexibility and ability to remain open-minded and change opinions on the basis of new information and requirements; demonstrated ability to support group decisions and solicit opinions from coworkers.
Demonstrated ability to oversee and direct information sharing programs and promote information sharing practices across the USG, ODNI, and IC.
Demonstrated and recognized analytic and critical thinking skills, including demonstrated ability to think strategically.
Demonstrated ability to execute senior-level guidance in a fast-paced environment and demonstrated ability to translate strategic goals into specific objectives with appropriate metrics and methods to track progress towards meeting those goals.
Demonstrated interpersonal, organizational, and problem-solving skills, in working with individuals at the highest levels of the IC and government in justifying, defending, negotiating, and resolving significant and controversial issues.
Demonstrated ability to work effectively both independently and in a team or collaborative environment, and mentor junior colleagues
Creative problem-solving skills and demonstrated ability to provide leadership in carrying out mission responsibilities.
Generally, ten years of related work experience.
