Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Missile Defense System (MDS).
As a Program Analyst at the NH-0343-3 some of your typical work assignments may include:
Leads or supports all acquisition efforts and supports Senior Acquisition Program Analysts/Program Managers in development of Acquisition Strategy Panel/Acquisition Strategy Board content, Request for Proposals/Requests for Prototype Proposals and other acquisition related documentation.
Assist Senior Acquisition Program Analysts with assignments related to acquisition and/or program cost, schedule and performance across the Missile Defense System. Assess, manage, and eliminate risk related to program cost, schedule and performance.
Assist leadership in coordinating and identifying near-term and long-term program requirements to ensure that Missile Defense System programs meet mission objectives. Ensure that program/project requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulations and policies.
Assist with the execution of inter-agency acquisitions as required with Other Government Agencies and support the review of services.

- Employee is required to obtain a Practitioner level certification in Program Management. Incumbent must obtain mandatory Back to Basics (B2B) certification within 60 months of entry into position.
Qualifications
You may qualify at the NH-03 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
Experience with the acquisition of products and services supporting weapon systems and advising leadership on program, product, or project strategies pertaining to program/project execution including cost, schedule and technical performance.
Applying acquisition processes, policies, procedures, and practices pertaining to the development and execution of programs/projects throughout the acquisition lifecycle.
Strong collaboration, verbal and written communication skills in order to research, plan, coordinate, develop, and deliver oral and written presentations, documentation and reports.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
