The primary purpose of a as a GS-07 position : To serve as a Human Resources Specialist (Recruitment & Placement) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.

Duties

*Summary continued* The primary purpose of a GS-09 position is to serve as a Human Resources Specialist (Recruitment & Placement), with responsibility for planning, developing, and carrying out the full range of recruitment, placement, affirmative employment and related management advisory services for assigned organizations. DUTIES (GS-07) Performs recruitment and placement assignments. Provides recruitment and placement, and affirmative employment advisory services. Participates in special initiatives, studies and projects, and affirmative employment activities. Prepares written correspondence and other documents. (GS-09) Provides recruitment and placement services to assigned installation-level organizations. Provides recruitment and placement, and affirmative employment advisory services. Participates in special initiatives, studies and projects, and affirmative employment activities. Prepares written correspondence and other documents.

  • This is a TERM position, NTE 13 months.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. (GS-07) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes assisting higher graded specialists in performing recruitment and placement services for organizations that are moderately complex and relatively stable. Assisting other specialists in processing a variety of requests for personnel action to fill positions and/or to career promote, reassign, or otherwise place employees. Learning to conduct job analyses, developing and validating promotion patterns which show the knowledge, skills, abilities, and other requirements for the positions to be filled. Assisting higher grade specialist in recommending strategies for overcoming employment and promotion barriers. OR EDUCATION: 1 full year of graduate level education or superior academic achievement. Note: You MUST provide your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. (GS-09) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing recruitment and placement services for organizations that are moderately complex and relatively stable. Processing a variety of requests for personnel action to fill positions and/or to career promote, reassign, or otherwise place employees. Conducting job analyses and developing and validating promotion patterns which show the knowledge, skills, abilities, and other requirements for the positions to be filled. Recommending strategies for overcoming employment and promotion barriers. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Note: You MUST provide your official transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants must have one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, a combination of experience and education. Note: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: (GS-07) Knowledge of basic Federal HR affirmative employment, recruitment, and placement techniques. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity. Ability to communicate factual and procedural information clearly, orally and in writing. Ability to gather and analyze facts, and draw conclusions from information. Ability to plan and organize work. (GS-09) Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them. Skill in applying basic principles, provisions, laws, regulations, practices and techniques of staffing and recruitment. Ability to gather and analyze facts, and draw conclusions from information. Ability to communicate information clearly, orally, and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
