You will serve as a TRAFFIC MANAGEMENT SPECIALIST in the Transportation Branch, Supply and Logistics Division, Command Services Department of NAVOCEANO BAY ST LOUIS.

Duties
You will provide advice and assistance to customers concerning all aspects/phases of NAVOCEANO transportation and distribution functions.
You will provide traffic management support through selection, approval, procurement and use of safe and effective service carriers at the least cost to the Government.
You will evaluate and analyze transportation costs in order to identify and develop cost effective and efficient alternatives.
You will perform a full range of traffic management specialist type of duties and responsibilities in direct support of the worldwide survey operation of NAVOCEANO.
You will coordinate and direct the NAVOCEANO GSA motor vehicle pool. Reviews and approves all requests for use and assignment of motor vehicles.
You will Actively seek out and provide timely recommendations for needed changes to the Branch’s critical processes to reflect evolving operational support needs of its customers.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Determining the most efficient and economical rates and routes to final destinations involving domestic inbound and export shipments, originating at any point throughout the world;
Conducting surveys and studies of traffic management function, procedures and performance;
Consolidating a variety of commodities including unique/specialized, (e.g., hydrographic and oceanographic), equipment/hardware and survey systems;
Applying theories and principles of project management as related to transportation and storage functions;
Collecting and reviewing vehicle usage data prior to the approval for billings for payment; and
Coordinating and directing the command, (e.g., GSA), Motor Vehicle Pool; reviewing/approving vehicle motor vehicle requests.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successfully completed a Ph.D. or equivalent doctoral degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Have a combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus your percentage of the required experience equal one hundred percent.
