This position reports to the main office in San Francisco. However, the incumbent may have the option to work at the San Jose branch office up to 50% of the time.
Duties
If selected for this position, you will join a well-respected team that is responsible for providing a variety of administrative support services in such areas as contracting, purchasing, space management, security, internal controls, mail, records, reproduction services, forms management, and communication services.
Typical work assignments will include:
Providing direction and procurement oversight, and management consultation, which includes making recommendations to resolve specific problems pertaining to procurement activities.
Supervises a subordinate staff. Directs daily work flow and establishes priorities and work assignments for subordinate personnel, and effects disciplinary measures.
Reviews requisitions and determines appropriate method of procurement.
Perform pre-award and post-award functions, including price/cost analysis, negotiation, and administration for services, materials, and equipment associated with research, development, test, evaluation, and/or production activities of the organization.
In conjunction with management, designs changes to office layouts, schedules alterations and repairs, oversees building renovation, and recommends and facilitates relocation of personnel to new space.
Administers the district's property, mail, and facilities management program, as well as oversee the material control program.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
The salary range for a GS-13 in the locality pay area of San Jose-San Francisco-Oakland, CA is $128,717 - $167,336 (step 1 through step 10).
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation

- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
- If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
- Incumbent must possess a current Federal Acquisition Certification in Contracting (FAC-C), or equivalent, as a federal contracting professional and must maintain a FAC-C by meeting continuous training requirements.
Qualifications
To be eligible, you MUST meet both the Basic Requirements AND Specialized Experience Requirement as described below.
BASIC REQUIREMENTS
Applicants MUST meet the requirements in 1, 2, or 3 below:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position; AND
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver by the agency senior procurement executive.
Note: The agency's senior procurement executive has the discretion to waive any or all of the requirements above. Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.
In addition to meeting the basic requirements as described above, applicants must also meet specialized experience as defined below.
GS-13:
Specialized Experience: One full year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as performing, developing and managing all aspects of pre-award and post-award functions including price/cost analysis, negotiation, and other procurement actions for services, materials, and equipment; developing and preparing Statements of Work (SOW) typically involving specialized equipment, and professional or technical services; reviewing and analyzing requests for the procurement of off-the-shelf items that are manufactured to order, specialized services, construction, IT, and equipment and services; preparing solicitation documents and incorporating specific provisions; and negotiating with potential contractors and awarding contracts within delegated contracting officer authority.
Applicant must currently possess the fully completed applicable certification requirements including mandatory training as prescribed for federal procurement functions, which includes those prescribed as FAC-C Professional requirements or equivalent.
Applicants must submit proof of CURRENT Federal Acquisition Certification in Contracting (FAC-C) or equivalent certification.
