Duties

This position is located in the Fee Management Branch of the Division of Visitor and Resource Protection and is supervised by a higher graded Supervisory Recreation Fee Specialist. The position assists with directing a large fee operation on a day-to-day basis. Manages revenue and collection, remitting, and security measures for a park with annual revenues of 9.5 million. May serve as technical subject matter expert on RM-22 guidelines and park management goals and objectives regarding fee operations. Assists with directing work of subordinates; ensures reasonable equity among those supervised, responsible for on-the-job safety and health of all employees supervised. Coordinates seasonal hiring and seasonal training within the fee operation. Duties will be developmental in nature when filled below the full performance level. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Area information: Established on January 29, 1915, Rocky Mountain National Park is a living showcase of the grandeur of the Rocky Mountains. The park embraces 415 square miles of pristine, uninhabited mountains in north-central Colorado and, as such, is one of the most spectacular, yet easily accessible high mountain areas in North America. With elevations ranging from 7,800 feet at park headquarters to 14,259 feet at the summit of Longs Peak, the park has glacier-sculptured valleys, rugged gorges, alpine lakes, and vast areas of alpine tundra. Trail Ridge Road, the highest paved continuous road in the United States, stays above tree line for 11 miles and reaches 12,183 feet in elevation. Elk, deer, bighorn sheep, moose, coyotes, and smaller animals are found throughout the park, as well as threatened and endangered species, such as the Greenback Cutthroat Trout and Boreal Toad. Due to the park's easy accessibility to the Front Range communities of Colorado, Rocky experiences over 4 million visitors annually. This position will be filled on the east side of Rocky Mountain National Park. The nearest community is Estes Park, CO, which has K-12 schools, a post office, restaurants, medical facilities, and grocery stores. Denver, CO which has a major airport, cultural events, and several professional sports teams is a two-hour drive away. Government housing may be available on a temporary or permanent basis. Housing assignments are made through a bid process.

Qualifications

All qualifications must be met by the closing date of this announcement-06/18/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience which has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of this position. This experience includes activities such as: providing resource orientation; collecting, and accounting for fees; completing remittance reports for monies collected; or supervising or leading others involved in fee collection; basic knowledge of financial (fee program) management concepts, principles, and practices; and administrative skills in fee program management and administration and working with technology and software used in revenue and fee management. Experience equivalent to the GS-05 may be professional work at the developmental or trainee level. Lower graded technician/assistant work alone is not qualifying for this series. You must provide hours/week and from/to dates on your resume. -OR- EDUCATION: Successful completion of at least one full year of graduate level education in a related field such as business administration, finance, accounting or other closed related subjects. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts. You must provide transcripts that demonstrate graduate level coursework. -OR- Successful completion of a combination of experience (A) and education (B) as described above. To combine education and experience, first take percentage of required graduate education. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must provide transcripts that demonstrate graduate level coursework. -OR- Superior Academic Achievement - have a bachelor's degree in a directly-related field, as noted above, and meeting one of the criteria of S.A.A. - (1) Class Standing: must be in the upper third of the graduating class in a college, university or major subdivision, such as the college of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade Point Average (G.P.A.): Applicants must have a grade-point average of (a) 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on four years of education or as computed based on courses completed during the final two year of the curriculum; or (b) 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum; OR (3) Election to membership in a national scholastic honor society: Membership in a freshman honor society cannot be used to meet the requirements of this provision. You must include transcripts. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. have a bachelor's degree in a directly related field, as noted above, and meeting one of the criteria of S.A.A. - You must include transcripts and other documentation that demonstrates how you meet this requirement. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience equivalent and comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing a recreation fee program for a park, recreation, or similar area; development of the basic programs, policies, and procedures which facilitate the work of a park, recreation, or similar fee programs; administrative analysis, theory, and principles in adapting practice to the unique requirements of a recreation fee program; knowledge of financial (fee program) management concepts, principles, and practices in order to learn to resolve moderately complex fee program planning issues; development of administrative skills in fee program management and perform a variety of non-series controlling assignments that are secondary and supportive of the organization's recreation fee program. Experience equivalent to the GS-07 may be professional work at the developmental or trainee level. Lower graded technician/assistant work alone is not qualifying for this series. You must provide hours/week and from/to dates on your resume. -OR- EDUCATION: Successful completion of a Master's degree or equivalent graduate degree or successful completion of at least two full years of progressively higher-level graduate education leading to such a degree in a related field such as business administration, finance, accounting or other closely related subjects OR LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. You must provide transcripts that demonstrate graduate level coursework. -OR- Successful completion of a combination of experience (A) and education (B) as described above. Only graduate education in excess of the amount required for the next lower grade (GS-07) level may be used to qualify applicants.
