This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Performs maintenance for mechanical, hydraulic, pneumatic and electrical systems at high-lift lock and dam facility. Performs and participates in a variety of diagnostic inspections, preventative maintenance and repairs. May occasionally perform lock and dam operator duties.

Duties

Perform repairs and installations of hydraulic and mechanical systems, performs preventative maintenance, diagnostic maintenance inspections and rebuilds lock and dam operating systems, machinery, and related equipment at navigational facilities. Perform installation of new equipment, maintenance, repair, overhaul or replacement of parts, systems, equipment, etc., normally associated with the building, grounds and utilities of such facilities. Inspect, adjust, lubricate, test, install, calibrate, and/or perform major and minor repairs at regularly scheduled intervals. Disassemble electric/hydraulic systems or subsystems to determine extent of repairs and/or overhaul required. Utilize electrical schematic drawings and traces complex circuits to diagnose malfunctions and extent of required repairs. Installs temporary circuits to bypass faulty area if trouble cannot be readily located and corrected. Inspect, troubleshoots, and/or rebuilds electric motors, diesel and gasoline engines of associated equipment at facility (such as large mobile cranes, construction type equipment, bulkhead hoists, generators, hydraulic pumps, air compressors, etc.). Determine extent of needed repair and/or overhaul required and accomplishes the same. Performs repairs and rehabilitation of four-way directional valves, flow control and counterbalance valves and related hydraulic control equipment.

• This position is designated as "Mission Essential". Incumbent is required to report for, or remain at, work in emergency situations, and dismissal or closure announcements do not apply to him/her unless his/her supervisor instructs otherwise.
• Incumbent may be required to have an American Red Cross Standard First Aid card, CPR, and/or AED in good standing and/or wear a prescribed uniform based on site specific requirements.
• Incumbent is required to have a valid state drivers license based on job-related, site-specific requirements.
• Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
• Employee may be required to acquire and maintain appropriate Corps of Engineers equipment operating licenses based on site specific requirements.
• Incumbent is required to have a pre-employment physical examination as well as annually thereafter due to the physical requirements of the position.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a Lock and Dam Equipment Mechanic ~ without more than normal supervision. Perform a variety of tasks in connection with the installation, alteration, maintenance, and repair of machinery, structures, utilities and other facilities related to the operation and maintenance of a navigation structure. Performs tasks utilizing methods, tools and techniques of the trades and crafts (such as carpentry, painting, plumbing, masonry, and mechanics), including concrete/steel fabrication, heavy equipment overhaul, and repair, welding, and/or electrical repair and installation. Failure to meet this Screen Out Element will result in an ineligible rating. Physical Effort: Work requires frequent standing, stooping, stretching, climbing and crouching. Routinely lifts and carries items weighing up to 50 pounds. Uses coordination of eyes, hands, legs and body in installing, repairing, or testing equipment in confined spaces such as manholes, enclosed switchgear structures, or on overhead structures, climbs ladders and poles. Machinery on high lift structures is large and requires the skills of a heavy construction mechanic to effect repair or replacement. Working Conditions: Work is performed indoors and outdoors during the day or night subject to inclement weather, on high structures usually over water that is frequently turbulent, in the proximity of moving machinery and high-tension electrical equipment, on scaffolds and from slings or floating plant. Occasionally will work behind bulkheads or in tunnels below water level. Incumbent is subject to falls, drowning, electrical shocks, injury, or discomfort and when inside, exposure to moving machinery, electrical circuits and loud noises, and at times, dangerous icy conditions. Uses safety equipment such as life vests, protective ear devices, hard hats, hard toe shoes, respirators and protective clothing.
