Duties

The purpose of this position is to lead and coordinate the Emergency Management Programs for the entire CGB Region and lead teams of employees from Reclamation offices, other Federal agencies, external facility operating partners, and external emergency response agencies; emergency exercises, preparedness activities, response activations, and recovery operations resulting from crises, disasters, or incidents at or affecting the CGB Region's offices, operations, dams, canals, power plants, and other infrastructure. Leads and coordinates the Regional Emergency Management Programs including Emergency Action Planning for High-Hazard Dams and Hazard Canals, Continuity of Operation Planning, Regional Emergency Communications Center, Emergency Notification System and National Emergency Support Function support and deployment. Establishes the regional implementation plans, processes, practices, and schedules for the Emergency Management Programs. Reviews and analyzes CGB Regional compliance with emergency management-related directives, regulations, policies, laws, standards and guidance. Leads the program assignments and accomplishments through directing and coordinating with the Area and Field Office emergency management staff and coordinators and other C-GB Regional office emergency management staff. Leads exercise implementation and evaluation teams within the region, area and field offices for the EAP and COOP plans. Identifies and schedules training and orientation sessions for the CGB Region personnel and operating partners on emergency management program implementation.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-12, you must possess one year of specialized experience experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience performing the following types of tasks: integrate agency directives, the National Incident Management System, and other Federal emergency management guidance into regional programs and activities; leading training and exercise planning related to emergency management programs and response plans; lead and conduct tabletop and functional exercises specific to regional infrastructure; utilize emergency notifications systems and processes to ensure situational awareness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 06/24/2024.
