About the Position: Serves as Information Systems Administrator for the Operations Division providing technical expertise on system operations, hardware, a wide variety of PC/server applications and programs for Operational Technology (OT) which include Supervisor Control and Data Acquisition (SCADA) Systems, Security Systems, Building Automation Systems, Fire Alarm Systems, Industrial Control Systems, PLC Systems, and Video Systems.

Duties

Serves as an IT Specialist (INFOSEC) in the Operations Division (OR). Procures, orders and tracks OT and Information Technology (IT) equipment and software. Participates in the development of internal policies and processes. Establishes and maintains a working relationship with local IT office, Division Staff, and external personnel. Specializes in cyber security under the Risk Management Framework (RMF) Instructions. Analyzes and evaluates the nature and scope of computer networks and makes recommendations to determine the need for system development, modification and redesign. Translates broadly defined requirements into computer system/network specifications indicating principle components of system and format required for computer communications. Supports OT and IT equipment and infrastructure over complete life cycle to include setup/configuration, software installation and assistance, troubleshooting and maintenance for a variety of administrative systems. Prepares and coordinates project authorization documents, operational benefit statement, cost comparisons of alternatives, status reports, requirements documentation, risk analyses and other technical documentation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess or obtain and maintain a SECRET security clearance.
  • This is an Information Assurance Workforce Improvement Program position which requires satisfactory completion of the required training and certifications/re-certifications for Level-2.
  • Certification/re-certifications for Level 2 Information Assurance Technician (IAT) as outlined in DoD Publication 8570.01.M, must be obtained within six months of entering the position.
  • Failure to satisfactorily obtain and/or maintain certifications IAW publication listed is grounds for termination.
  • Incumbent may be required to possess a valid states driver's license.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for IT Specialist (NETWORK/INFOSEC): Specialized Experience; One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience maintaining or installing networking equipment such as Ethernet switches, routers, or firewalls; maintaining or installing operating systems such as Unix, Linux and Windows, or experience with any proprietary operating systems; installing application software such as Microsoft Office products, databases, or programming software; experience applying cyber security methods to computer systems, computer networks, application software, proprietary devices, Industrial Control Systems, Electronic Security Systems, Fire Alarm Systems, Video Systems, Building Automation Systems or any IT related technology; experience with Operational Technology such as Industrial Control Systems, Security Systems, Fire Alarm Systems, Video Systems, Building Automation Systems, PLC systems, Industrial Control Processors, Supervisor Control and Data Acquisition (SCADA) Systems, databases, Human Machine Interfaces (HMI) and other IT related technology used to control devices and equipment; awareness of communication protocols such as Modbus TCP, Modbus Rs-485, Ethernet /IP, DeviceNet, BACnet PROFIBUS, DNP, or other communication protocols. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
