About the Position: This position is located at U.S. Army MCoE, Fort Moore, GA 31905."The Maneuver Center of Excellence (MCOE)", Fort Benning is located 100 miles south of Atlanta and is adjacent to Columbus, GA and Phenix City, AL. The Geography and climate are ideal for year-round military training. Public transportation and free parking is available.
Duties
Develop training and education strategies that ensure progressive, sequential, and nested training.
Engage in applied research to develop new approaches to design multimedia training, collects data, and analyzes supporting training materials by keeping in touch with the state-of-the-art training technology.
Review analysis (job, tasks, needs and target population) to determine training and education needs and costs through surveys; materials and programs developed for training programs.
Supervise and/or control the work of a team of military, civilian, and contractor personnel.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- May be required to work overtime, both scheduled and unscheduled.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Instructional System Specialist:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:(1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.OR5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:One year of specialized experience which includes planning, coordinating, and managing the analysis, design, development, implementation, and validation of training materials to support Professional Military Education (PME), Initial Military Training (IMT), and/or functional training programs of instruction for Active and Reserve Component. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS- 11 or above.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
