The primary purpose of this position is to serve as a Geospatial Data Specialist for the development, management, and maintenance of the Air Force Reserve Command's geospatial information, hardcopy map generation, and web based data visualization and sustainment applications.

Duties

Provides administrative oversight, geospatial data quality control, and coordination and maintenance of policy, development of tools, applications, and processes for the AFRC GeoBase Program. Develops and coordinates guidance and resources to organize, train, and equip installation personnel to maintain installation geospatial mapping information; surveying methodology, standards, and techniques; and provides technical oversight and support for GIS/CAD software for the AFRC GeoBase Program. Utilizes comprehensive and practical cartographic (map making), GIS, and surveying knowledge to plan, procure and collect hard and soft copy materials to facilitate the development of AFRC GeoBase capabilities. Establishes effective working relationships with scientists, engineers, designers, and planners from other agencies and customers, to include contractors and other public agencies, to facilitate the exchange of information and resolve problems. Provides training, material resources, and information security support.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). or Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of scientific and/or engineering methods of research and investigation to solve complex scientific, engineering, and/or developmental problems. NOTE: You must submit a copy of your college transcripts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of geospatial concepts, analytical skills and application of a wide range of qualitative and quantitative methods to evaluate a large variety of program and organizational needs, and total force capabilities necessary to assess and improve AFRC GIS data. Analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customer requirements. 2. Knowledge of ESRI GIS mapping software and products and in geodatabase configurations and types, workflows, versioning and replication, and use limitations. Of the capabilities, limitations, and employment of COTS (commercial off the shelf software) used in the development and deployment of the AFRC GeoBase Program. 3. Knowledge of geospatial concepts, theories, principles (eg. geography, cartography, geometry, geodesy, photogrammetry, remote sensing, etc.) and their applications to geospatial practices, operations, and analysis (eg. GIS, CAD, BIM, GPS, surveying, etc.) to manage jurisdictional areas (eg. military installations, municipalities, utility districts, etc.) and their facilities. Knowledge of industry spatial data standards (eg. National CAD, FGDC, SDSFIE, ISO, NBIMS, etc.). 4. Knowledge of functional work area disciplines (eg. engineering, planning, utilities, communications, security, safety, environmental management, emergency response, etc.) and business processes to support these functional requirements. 5. Knowledgeable in the use of surveying equipment, total stations, data collectors, and GPS. Knowledgeable in the techniques and procedures used to setup survey control points and complete various types of surveys for the purpose of providing hard and soft copy data in support of developing an enterprise GIS. 6. Skills in GIS, CAD, and surveying software and equipment use including knowledge of the capabilities, limitations, and employment of commercial-off- the-shelf software and equipment used by industry. Skills in programing languages to include Python, VB, Html, CSS, and JavaScript for use in geoprocessing tool creation and implementation, and web enablement of GIS capabilities. Skills in terrestrial or three-dimensional mapping, drafting, or surveying methods and techniques. Skills in file management and database management. 7. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate joint planning efforts to manage the execution of the GeoBase Program with clarity. Ability to deal tactfully, cooperatively and diplomatically with peers, users, managers and leaders. 8. Ability to develop training plans and conduct training programs which will enable the commanders and other installation users to utilize with the vast capabilities of the GeoBase Program. Ability to train in instructor-led and on-the-job environments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
