District of Connecticut, New Haven, CT. The selectee of this position serves as a Administrative Officer. You will be responsible for planning, implementing, and directing District administrative programs in support of the mission of the United States Marshals Service.

Duties

As a Administrative Officer at the GS-0341-13 level, some of your typical work assignments may include: Principal advisor to the U.S. Marshal and the Chief Deputy for all financial and administrative policies and procedures. Ensures all operational and administrative district office expenditures are within budget and comply with published applicable Federal Accounting practices, Federal Acquisition Regulations (FAR) and USMS policy directives. Responsible for annual audits. Reviews and updates local Standard Operating Procedures (SOP) and procedures in support of administrative functions as necessary. Approves and monitors procurement of operational and administrative supplies and contracts. Plans the work to be accomplished by subordinates, establishes priorities, assigns work, evaluates work performance, provides advice, counsel, and guidance to subordinates. Qualifications

GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0341-13 level, if you fulfill the following qualifications: 1. Specialized Experience: Have at least one full year of specialized experience equivalent to the GS-12 grade level in the Federal service performing duties such as: 1) Advising management on budgetary matters such as status of funds, acquisition plans, account shortfalls, and financial regulation compliance; 2) Tracking current year expenditures (both deficit and surpluses) based on fiscal budgetary information; 3) Applying a variety of purchasing regulations, methods, and procedures to acquire services and supplies using purchase orders, blanket purchase agreements, or fixed price negotiated contracts; and 4) Providing assistance with reviewing or entering monthly open obligation reports to ensure accurate status of obligations, accruals, and paid transactions. Possession of the following competencies: Financial Management- Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Writing- Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience. Contracting/Procurement- Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration. Leadership- Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Note: Subject matter experts will evaluate the first ten pages of work experience in your resume based on these competencies.
