Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an Engineer (General), you will:
Maintains responsibility for opinion and advice on any matter touching the engineering field; develops procedures and standards for carrying out this specialty within the office; and represents the office with authority on technical engineering matters.
Leads or participates in on-site reviews of ongoing modernization demolition development projects that are supported by the Capital Fund, Replacement Housing Factor, Homeownership and Opportunity for People Everywhere Grants (HOPE VI), Choice Neighborhoods, and other applicable modernization and development funding sources. These reviews also assess a PHAs compliance with federal and PHA requirements related to procurement (planning, solicitation, selection, and award), contract administration (modifications, enforcement, close-out, and contractor payments), and construction quality. Reviews compliance with cross-cutting regulations such as the Uniform Federal Accessibility Standards (UFAS), the National Environmental Protection Act (NEPA), and Davis-Bacon Act/HUD-determined wages. Reviews building plans, specifications, and implementation schedules for substantial rehabilitation, modernization, and development activities.
Monitors PHA compliance with applicable Housing Choice Voucher (HCV) regulations and guidance related to Housing Quality Standards (HQS) and Uniform Physical Conditions Standards; and provides technical assistance, as necessary, to address systemic deficiencies. This work may crosscut with other program offices, such as, but not limited to: Office of Healthy Homes, the Real Estate Assessment Center, and other functional areas related to facilities management, as needed.
Periodically reviews and approves requisitions, change orders, contracts, utility allowances, relevant portions of applicable budgets, and other facility management requirements, as needed.
Qualifications

Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Ensuring residential or facilities development, rehabilitation (modernization) and maintenance program activities are carried out in compliance with regulations, laws, and standards; AND
-Serving as the point of contact liaison on technical and engineering matters internally and externally to the organization.
Specialized Experience: For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Applying general engineering concepts, principles, and methods related to residential or facilities construction, renovation, or maintenance.; AND
-Serving as the point of contact liaison on technical and engineering matters internally and externally to the organization.
Specialized Experience: For the GS-11, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes:
-Experience applying principles and concepts of general engineering in order to research, interpret and carry out assignments.; AND
-Working with stakeholders to assess needs and resolve construction management, facilities management, or housing development issues.
OR Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR Combination: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
OPM instructions.
1. Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelors degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
