This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Program Operations and Local Engagement (OPOLE), Medicare Plan Management Group (MPMG).
As a Supervisory Program Manager, GS-0340-15, you will serve multi-state regions across the U.S. by liaising with program stakeholders in their service areas, including health plans, providers, and beneficiaries regarding Medicare, drug, and health plans.
Duties
Direct the work of supervisors and staff in grades through GS-14. Assign work based on priorities.
Direct compliance reviews of these entities Medicare contracts through periodic monitoring of plan performance.
Direct the activities necessary to assure that Medicare beneficiaries and consumers of other federally regulated health plans information needs are understood and met.
Participate in the creation of national policies, supporting program operations and understanding at the local level across plans, providers, beneficiaries, and other program stakeholders through leadership in national workgroups.
Build and nurture relationships with CMS headquarters equivalents, in the development of new and revised legislation, policy, regulations, and guidelines.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Managing or directing subordinates in compliance oversight of Medicare, or Medicare/Medicaid plans;
2) Establishing and maintaining working relationships with internal and external partners (e.g., health officials, community or industry representatives, or government officials) to advance organizational initiatives; AND
3) Planning, organizing, and directing new program goals and initiatives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
