This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Program Operations and Local Engagement (OPOLE), Program for the All-Inclusive Care for the Elderly (PACE) Operations Group. As a Supervisory Program Manager, GS-0340-15, you will oversee multi-state regions across the U.S. by liaising with program stakeholders, PACE organizations, State Administering Agencies (SAA), providers, and participants/beneficiaries.

Duties

Make recommendations to Group Director on employee selections, reassignments, promotions, performance appraisals, training, awards and recognitions and other personnel actions. Conduct a continuous review and analysis of Group operations to assure that an acceptable quality and quantity of work is performed and assigned functions/duties are accomplished in accordance with established policies and objectives. Direct the activities necessary to assure that Medicare beneficiaries and consumers of other federally regulated health plans information needs are understood and met. Assist with beneficiary and consumer outreach and education, and personally participates in activities necessary to establish and maintain effective working relationships. Exercise delegated managerial authority to execute the work plan for the Group, setting in place audit, casework, and outreach work plans as needed to meet the overall goals of OPOLE.

Qualifications

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Managing or directing subordinates in oversight of Program for All-Inclusive Care for the Elderly (PACE) plan, Medicare Advantage and Prescription Drug plan, or Exchange health plan matters; 2) Establishing and maintaining working relationships with internal and external partners (e.g., health officials, community or industry representatives, or government officials) to advance organizational initiatives; AND 3) Planning, organizing, and directing new program goals and initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
